About the Role

Culmen International is seeking an experienced TSA Program Manager.



What You'll Do in Your New Role

    Program Leadership:
    • Provide overall management and direction for IDIQ task orders under the TSA SPP
    • Develop and execute strategies to achieve program goals, ensuring adherence to contractual requirements and TSA regulations
  • Contract Management:
    • Oversee IDIQ contract task orders, in coordination with the Site Manager, including planning, budgeting, staffing, and performance monitoring
    • Oversee task order submissions, modifications, and compliance documentation
    • Ensure deliverables are met within scope, schedule, and budget
  • Stakeholder Coordination:
    • Serve as the primary point of contact for the TSA and airport authorities
    • Coordinate with subcontractors, suppliers, and internal teams to ensure operational excellence
    • Facilitate regular briefings, reviews, and updates with TSA officials and other stakeholders
  • Compliance and Security Oversight:
    • Ensure compliance with TSA's Screening Partnership Program requirements, security directives, and FAR
    • Implement continuous quality improvement initiatives to enhance screening efficiency and effectiveness
    • Monitor performance metrics and ensure compliance with KPIs outlined in contracts
  • Risk Management:
    • Identify potential risks, implement mitigation strategies, and ensure business continuity during emergencies
    • Maintain a robust risk management framework to comply with federal security standards
  • Financial and Resource Management:
    • Oversee financial performance, ensuring accurate invoicing, cost tracking, and resource allocation
    • Develop budgets and forecasts for program requirements and expansions


Required Qualifications

Any of the following:

    1. College degree in Business Administration at the level of bachelor's or higher from an accredited educational institution; or
    2. Certification by an industry, recognized aviation or personnel security association; or
    3. At least 10 years of experience in any of the following fields: aviation security, airport operations personnel security screening services, or contract management (these years may be concurrent with the management/ TSA experience under #2); or
    4. Formal certification in program/project management issued by the Federal Government (such as FAC-PM, DAWIA, or U.S. DHS) or certification issued by a non-government organization like the PMP credential issued by the Project Management Institute; and

At least 10 years of program/project management experience and/or five years as a certified Supervisory TSO (STSO) or higher position; and Ability to communicate verbally and in writing in an effective, efficient, and professional manner.
