Position Description:

The position is responsible for developing and leading a comprehensive evaluation plan for the AHW Endowment, a large statewide health philanthropy, to inform decision making, measure and improve organizational and funding portfolio performance, and convey impact. Ideal candidate will be experienced in various evaluation methods and motivated to strengthen the processes, capabilities, and overall organizational performance of Wisconsin's largest health philanthropy while incorporating a commitment to equity. Responsibilities include building a tailored evaluation approach, utilizing a variety of evaluation approaches including formative, summative, process, outcome, impact, etc., to help build AHW's ability to communicate the effectiveness of its portfolio and activities in improving the health of Wisconsin.

The Evaluator Sr. is expected to work under the direction of the AHW leadership team to enhance visibility and understanding of the role of AHW Endowment and funded partners' effect on issues, resources, and policies necessary to best achieve the AHW Endowment mission. Additional responsibilities include preparing evaluation-related reports and manuscripts for publication and providing technical assistance on evaluation tools and strategies to key stakeholders to inform the design, implementation and integration of program evaluation into their work.

The individual in this role is expected to be experienced in a wide variety of qualitative and quantitative evaluation methodologies needed to conduct a rigorous evaluation plan, including outcomes harvesting and ripple-effects mapping, and be comfortable interviewing and working with a variety of audiences, including program administrators, MCW officials, basic science researchers, clinical researchers, community and faith-based leaders, educators, and policymakers. Strong candidates must have strong interpersonal skills and a record of collaborating with a range of stakeholder groups.

Working closely with the leadership team, the Evaluator will:
  • Lead development and implementation of a comprehensive evaluation plan to inform decision-making, policy development, program improvement, and innovation;
    • Apply systems thinking, mixed methods evaluation and content analysis towards the development and assessment of a variety of tools, such as logic models, theories of change, etc., to reflect key AHW impacts
    • Conduct outcome harvesting and ripple-effects mapping using quantitative and qualitative approaches
    • Develop, deploy, and manage evaluation plans aligned with AHW's mission, 5 year plans, and other identified initiatives
    • Manage a range of quantitative and qualitative evaluation methodologies including surveys, focus groups, case studies, interviews and statistical analysis
    • Assist select projects with the development of evaluation frameworks for their project goals and be familiar with or willing to learn community participatory evaluation strategies
    • Prepare findings and recommendations in briefings, reports, manuscripts, and/or presentations to internal and external audiences, including summarizing and explaining findings and their implications in publications directed at lay and academic audiences. Academic outlays to include abstracts, position papers, manuscripts for peer-reviewed publications and presentations
  • Analyze data, write reports, and prepare recommendations regarding program development, policy development, and strategic planning based on findings. Identify and track data trends for reports. Provide regular updates and reports on AHW evaluation initiatives to key stakeholders; assist in the development of reports/studies
  • Manage protocols regarding data storage, integrity, documentation and confidentiality, and systems for maintaining research records and documentation related to AHW Endowment program and project evaluation activities
  • Contribute to dissemination of AHW Endowment process improvement and best practices to internal and external stakeholders and contribute to synergetic programming and cross-program collaboration for the AHW Endowment
  • Manage communications and engagement with external evaluators to support the mission and work of AHW
  • Develop documentation and ensure adherence to all policies in preparation for reporting and responding to oversight bodies including the MCW Board of Trustees
  • Collaborate across AHW functional units and the organization to uphold stewardship objectives and principles
  • Perform other duties as assigned

Knowledge - Skills - Abilities

  • Experience with evaluation plan development, evaluation framework selection, program evaluation, and logic model design and implementation
  • Strong interpersonal skills and ability to work effectively on teams of diverse partners with a focus on interviewing and facilitation skills
  • Formal training in social science research methods and a strong understanding of basic statistical concepts with a proven experience employing various research methodologies, and translation and dissemination of research and evaluation findings
  • Demonstrated proficiency in the use of data management and statistical analysis software (Microsoft Excel, SQL, SPSS, Stata, R, and/or SAS) as well as qualitative research methods
  • Excellent project management skills
  • Detail-oriented and ability to keep accurate, well-organized records
  • Ability to be flexible and to work carefully and quickly to meet the demands of programs
  • Excellent communication skills with a demonstrated ability to compose concise, logical, and audience-appropriate reports, presentations, and written communications

Position Requirements:

Minimum Qualifications:
Appropriate experience may be substituted for education on an equivalent basis.

Minimum education: Master's degree
Minimum experience: 3 years

Preferred Qualifications:

Preferred education: PhD or equivalent
Preferred experience: 5 years in research, evaluation, statistics, public health, sociology, psychology, or related social sciences
