Department Overview
University of California Health (UCH) comprises six academic health centers, 20 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.

The Health Policy and Regulatory Affairs (HRPA) function within UC Health develops and executes UC Health's policy and regulatory agenda, which spans the breadth of health professions, education and workforce, clinical care, research, and operations. HPRA works in collaboration with key stakeholders across UC Health, including campus health leadership, chancellors, regents and state and federal government agencies. Position Summary
The Director for Health Policy and Regulatory Affairs (HPRA) provides policy leadership and develops and manage strategies to advance UC Health's state and federal policy agenda in furtherance of its teaching, research, clinical care, and public service missions. This position reports to the Associate Vice President for HPRA and works in collaboration with UC Health, UC academic health center leadership, UCOP state and federal governmental affairs, and key stakeholders. The Director serves as lead strategist for HPRA and has broad authority to represent the HPRA department with constituencies including other UCOP divisions, health system leadership, senior administrators, health sciences deans, faculty, other UC locations, public agencies, and the community. This position will advocate for UC Health by cultivating and maintaining relationships with external partners including state and federal agencies, peer institutions, trade associations, advocacy organizations, and other entities in furtherance of UC Health's policy agenda. The Director also manages meaningful, complex, and high-priority projects and ensures achievement of strategic and mission-driven objectives.

Key Responsibilities

30% Strategic policy development and analysis: Manage and coordinate efforts to develop proactive policy proposals and UC Health's response to state and federal policy and regulatory proposals. Research, analyze, and summarize impacts of current and prospective policies, regulations, and guidance applicable to UC Health's operations and future strategic initiatives. This may include, but is not limited to, health care reimbursement, patient care standards, health care access, labor and workforce, and more. Coordinate and communicate with executives and administrators across the health system to ensure efforts are aligned with strategic priorities and operational needs. Partner with UCOP state and federal governmental relations teams to provide policy proposals, responses, and educational materials to ensure alignment with the evolving health care landscape.

30% Policy and regulatory advocacy: Provide leadership and guidance on UC Health's policy agenda and advocacy strategy. Develop strategic messaging and policy content for advocacy efforts in collaboration with governmental relations colleagues. Represent UC Health before state and federal agencies on issues impacting UC Health's mission and operations. Establish and maintain relationships with leaders and staff of state and federal agencies to advance UC Health's policy agenda and operational needs. Engage with peer institutions, trade associations, advocacy organizations and other entities on advocacy activities.

20% Leadership and communication: Serve as an executive advisor to the AVP for HPRA and UC Health Leadership, providing guidance and recommendations on key policy and regulatory issues affecting UC Health's teaching, research, clinical care, and public service mission. May stand-in, communicate, and advise on behalf of the AVP for HPRA. Build relationships across the UC Health organization and establish clear channels of communication with stakeholder groups. Serve as point of contact for staff and other stakeholders for information and updates on key initiatives and issues. Serve as liaison between UCOP state and federal governmental relations team, UC Health communications, UC Legal, and other UC Health departments to ensure clear and consistent messaging on key health policy advocacy issues and advance shared policy goals. Respond promptly and effectively to high-priority, time-sensitive queries and projects, ensuring that all stakeholders receive timely and accurate information. Provide regular briefings and updates to UC Health leadership on policy agenda advancement and opportunities.

20% Facilitation and Project Management: Steer and coordinate the implementation of long- and short-term strategic and operational plans. Handle highly complex and critical projects requiring facilitation and collaboration across organizational functions and campuses as well as external stakeholders with a focus on the ability to respond to evolving business, legal, and regulatory changes. Provide guidance and direction and offer coaching and constructive feedback to colleagues. Other projects/duties as assigned.

  • Minimum 10 years of progressive leadership in government, public policy, or relevant area.

  • Demonstrated knowledge and experience with health care issues, including direct experience with health care policy analysis and advocacy on health care issues in the legislative and/or regulatory context.
  • Experience negotiating complex policy issues within an organization and with state and federal agencies.
  • Excellent ability to synthesize, convey, and explain complex and technical information to individuals of all levels of the organization through written memoranda, oral briefings, and presentations.
  • Excellent interpersonal skills including negotiation, consultation and communication skills across a wide variety of audiences for a variety of policy and regulatory issues.
  • Demonstrated track record of building and sustaining internal and external relationships.
  • Advanced project management skills and demonstrated ability to convene and facilitate cross-functional workgroups.
  • Commitment to furthering the University's public interest, academic, and research missions.
  • Excellent written and verbal communication skills, including the ability to present complex policy issues to a wide range of audiences.
  • Ability to prioritize and manage multiple projects in a fast-paced, dynamic environment.

Preferred Qualifications

  • Experience in large, complex, diverse government, higher education, or health care organizations balancing multiple stakeholder interests
  • Experience as an advocate/lobbyist or employed as an aide/advisor to an elected or appointed government official with working knowledge of the political system and processes at the federal, state, or local levels.
  • Experience working with executive leadership, physician leaders, and medical staff.
  • Established relationships with relevant policymakers, administrative and regulatory agencies, trade associations, and other influencers.
  • Knowledge of and experience with the University of California and/or academic medical centers and/or other clinical/health care settings.

Education
Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training

Preferred Qualifications

  • Advanced degree in public administration, public policy, law, or related field preferred.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
