Astrion has an exciting opportunity for an Enterprise Procurement Manager.

JOB DETAILS

LOCATION: REMOTE (Preference for D.C. Metro Area)

JOB STATUS: Full-time

TRAVEL: Up to 10%

JOB SUMMARY

The Enterprise Procurement Manager will be responsible for leading and managing all procurement efforts within the assigned segment. Duties will include all aspects of procurement in accordance with Astrion's government-approved purchasing system, including reviewing purchase order and subcontract packages, supporting negotiations, expediting requests, and coordinating close-outs. The manager will also hire, mentor and lead Buyers and Subcontract Administrators based on evolving requirements.

RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to the following:

  • Manage the subcontract administration and purchasing activities for the assigned segment.
  • Serve as point of contact for the segment Sr. Vice President and internal departments concerning procurement questions, issues and problems.
  • Review and approval all procurement actions in accordance with the procurement policies and Astrion's delegation of authority.
  • Able to lead large proposals with multiple subcontractors.
  • Assure compliant records are maintained in accordance with policies and procedures.
  • Ensure that procurement deadlines are consistently and accurately met by the segment procurement team.
  • Work with team members to resolve issues/provide guidance on tasks assigned.
  • Mentor, train new employees within the segment.
  • Participating in standardizing current practices, guidelines and work instruction development.

REQUIRED QUALIFICATIONS / SKILLS

  • Bachelor's (or equivalent) with 8 - 15 years of experience and or a Master's with 6 - 13 years of experience.
  • 2 - 4 years of progressive Procurement leadership experience.
  • Advanced knowledge of the practices, procedures, and processes involved in purchasing, subcontract administration and proposal activities.
  • Advanced knowledge of relevant laws, regulations, terms, conditions, and policies governing procurements, including FAR, DFAR, and CAS.
  • Must be able to promote team atmosphere and help cultivate improved communication and training for problem solving.
  • Must be able to work independently, establish priorities for the team, and meet deadlines with minimal supervision.
  • Experience negotiating terms and conditions.
  • Proficient ERP software system skills.
  • Excellent organizational, leadership and communication skills.
  • High ethical standards, consistent, reliable.
  • Prior CPSR audit experience.
