PROJECT MANAGER - COMMERCIAL UNDERSEA OPERATIONS

SUMMARY DESCRIPTION:

The Project Manager-Commercial Undersea Operations-Largo will plan, organize, lead, and report on the maintenance, repair, and operation of complex underwater systems when deployed worldwide or husbanded in the Ready for Issue (RFI) status. This person is required to work in a team environment and to travel worldwide on an emergency call basis. The Project Manager must ensure that clear and concise communications are maintained throughout the Project and Program management group-Phoenix and client. This person must be able to encourage and develop a positive team environment, and to work independently. The position is located in Largo, MD and reports to the Program Manager-Commercial Undersea Operations.

CLASSIFICATION: Non-Exempt (hourly)

DUTIES AND RESPONSIBILITIES:

  • Promotes and ensures compliance with Phoenix's safety programs; quality management system (QMS); and company policies, processes, and procedures.
  • Plans and directs complex, shallow and deep, offshore, subsea projects from vessels of opportunity.
  • Efficiently and successfully coordinates and directs operations requiring the support of subcontractors and diverse groups of technical and professional personnel by forming an effective team.
  • Maintains an RFI status of all commercial equipment - to include Autonomous Underwater Vehicles (AUVs), Remote Operated Vehicles (ROVs), towed systems, and deck handling systems.
  • Effectively reports the status of operations on a daily basis via written or voice communications.
  • Utilizes a thorough background in and knowledge of financial management, including cost control and estimating, to create and maintain the task budget.
  • Reports the budget status to the Program Manager as required.
  • Coordinates messing and berthing of all personnel involved in the task.
  • Ensures efficient deck operations via management of subcontractors, including riggers, crane operators, dock labor, truck drivers, and industrial trade unions.
  • Generates detailed summary reports at the completion of operations in a clear, concise, and timely manner.
  • Fields questions from sponsors, representatives, clients, visitors, or ship's personnel and gives attention to their concerns.

JOB REQUIREMENTS:

  • Undergraduate degree. Five years of relevant experience may be substituted for the undergraduate degree.
  • Five to ten years of operations and maintenance experience with remote systems equipment, including AUVs, ROVs, and/or side scan survey systems.
  • Additional three years of field leadership experience on complex survey and ROV operations in depths of five thousand or more feet of water.
  • Demonstrated knowledge of search and ROV subsystems, i.e. sonar's, underwater acoustic and surface horizontal positioning systems, fiber-optic data communications, sonar interpretation, cameras, etc.
  • Demonstrated knowledge of search and ROV ancillary systems, i.e. Launch and Recovery System (LARS), generators motion compensators, etc.
  • Demonstrated understanding and working knowledge of search and recovery techniques, ROV operations, manned diving operations, recovery and rigging techniques for deep ocean tasks, and logistic support for all phases of mission requirements.
  • Knowledge of the military transportation system for shipment of personnel and equipment aboard military aircraft and familiarity with required documentation and packaging to transport hazardous material as well as manned and unmanned diving systems.
  • Knowledge of inventory and property control procedures.
  • Demonstrated ability to work effectively at managing all levels of underwater operations.
  • Ability to be a team player and promote teamwork.
  • Understanding offshore rigging and safety practices.
  • Ability to obtain a U.S. Government security clearance.
  • Ability to travel worldwide, on short notice, for indefinite periods of time.
  • Ability to walk unassisted and carry 75 pounds.
  • Ability to see and/or hear equipment readouts.
  • Ability to pass a pre-employment drug/alcohol screen and background check, as required.
  • Authorization/Eligibility to work in the U.S. This position is not eligible for visa sponsorship.
