Job Title: Legal Counsel/ Legal Officer

Location: Richmond, VA 23219

Pay Rate: $ 50.00 /hr. without benefits

Duration: 2+ months

Work Hours : 8:00am to 4:30 pm

Job Description:

Required Knowledge & skills:

  • Experience independently managing a caseload to meet established time frames.
  • Considerable work-related experience applying rules to facts to reach logical, legally supportable conclusions.
  • Knowledge of administrative law and/or appeals procedures.
  • Considerable knowledge of legal research methodologies, including computerized legal research.
  • Considerable experience with technology, including MS Office.
  • Considerable experience interpreting, applying, and analyzing federal and state complex laws, regulations, policies, or case law.
  • Experience in meeting deadlines.
  • Experience with internal/external stakeholders.
  • Considerable experience in legal analysis and legal writing.


Mandatory skills/certification(s) Requirement:

  • Candidates with current Virginia bar licenses in good standing (and willing to consider licenses in other states).
  • Valid Driver's License, clean driving record, and ability to drive and navigate through downtown traffic.
  • Ability to occasionally lift 15-20 lbs.

  • Considerable experience with technology, including MS Office and Adobe Acrobat.


Role & Responsibilities:

  • Maintain and update case files, including processing cases in the AIMS database to ensure an accurate record of case activity.
  • Independently manage caseload and conduct hearing preparation tasks to meet established timeframes.
  • Conduct thorough legal research of issues in appeal cases and remain abreast of new and existing policies, laws, regulations, and other factors governing issues to be heard and decided.
  • Conduct client eligibility appeal hearings, applying knowledge of administrative procedures for conducting hearings, due process standards, and legal research methods.
  • Apply knowledge of applicable laws, rules, regulations, and policy to make appropriate findings and render logical, legally supportable written appeal decisions based upon findings of fact and conclusions of law.
  • Submit decisions to the Quality Assurance Team for review within the required timeframes, with a focus on meeting federally mandated deadlines.
  • Release all decisions before the applicable due date.
