What is the Opportunity?

The Director, Reliance Oversight Model leads the oversight of Corporate Functions' adherence to the RCM Reliance Oversight Model program, leading a team of Compliance Officers in the continuous monitoring, 2LOD oversight, and quality assurance reviews of Functions in relation to the laws, rules and regulations they oversee.

What will you do?

  • Lead the Reliance Oversight Model program, as part of RBC's Regulatory Compliance Management program, to ensure Corporate Functions comply with the requirements of the Reliance Oversight Model control standard.
  • Develop and oversee the continuous monitoring program for Corporate Functions, to ensure transparency and adequate senior management awareness of the risk and control environment
  • Develop and oversee the delivery of a risk-based 2LOD oversight program for Corporate Functions who are not 2LOD independent oversight Functions, ensuring appropriate oversight and challenge activities occur.
  • Work with the Director, Quality Assurance, to oversee the delivery of a structured quality assurance program to provide ongoing visibility into Functions' adherence to control standard requirements.
  • Oversee periodic and evergreen training to Functions partners on regulatory compliance management requirements, including in relation to OSFI's E-13 and the OCC's Heightened Standards.
  • Work with the CCO Opinion Reporting team, ensure robust and transparent reporting for Functions Heads and RBC's CCO on the state of compliance across risk areas under the Reliance Oversight Model program.
  • Lead the Reliance Oversight Model Program Operating Group meetings, including preparing materials for the meetings and working with Functions partners to ensure early awareness of changes to requirements and/or expectations.
  • Maintain a Change Management process for the Reliance Model universe and coordinating with QAR and Regulatory Content team of changes for inclusion in downstream processes.
  • Create and maintain of procedural documents for the Reliance Oversight Model team and for stakeholders across Functions and Compliance, to execute on their RCM duties relating to program governance.
  • Influence ongoing and incremental improvement in Reliance Oversight Model program by ensuring robust cross function discussion and identification of potential enhancements/ changes to existing standards and practices.
  • Build, develop, motivate and retain a high performing team by providing exceptional leadership, coaching and encouraging diversity of thought
  • Participate in special projects, as and when required.

What do you need to succeed?

Requirements

  • An undergraduate degree
  • A strong track record of Compliance experience within financial services
  • Prior experience in the development and oversight of a continuous monitoring program
  • Expertise in risk based 2nd Line of Defense oversight programs

Nice to have

  • Experience supporting Corporate Functions compliance programming
  • Prior experience in a leadership role

The good-faith expected salary range for the above position is $160,000-$250,000 depending on factors including but not limited to the candidate's experience, skills, registration status; market conditions; and business needs.This salary range does not include other elements of total compensation, including a discretionary bonus and benefits such as a 401(k) program with company-matching contributions; health, dental, vision, life and disability insurance; and paid time-off plan.
