Under the direction of the Assistant Director, Funded Projects in the Center for Disaster Medicine (CDM), the Senior Project Manager will work as part of a team to ensure operational readiness for CDM, particularly for projects and initiatives under the Region 1 Regional Disaster Health Response System (RDHRS). Responsibilities will include development of systems and structures for CDM response readiness and operations, training and exercise planning and facilitation, meeting management and facilitation, process and workflow definition, as well as collaboration with critical stakeholders to accomplish programmatic objectives.

Principal Duties and Responsibilities

Project Management

Manages multiple aspects within the RDHRS and other CDM programs as assigned, and assumes leadership responsibility for all assigned projects simultaneously, including:

  • Setting goals for project activities, and monitoring and reporting on project status.
  • Creating/managing project plans.
  • Anticipating potential project delays and implementing appropriate mitigation strategies.
  • Escalating identified delays and/or challenges with specific projects as necessary to the Supervisor to ensure steps towards remediation are taken.
  • Attends all relevant meetings; contributes ideas and monitors the planning process, as required. Drafts assigned sections of required reports.
  • Performs other duties to support CDM activities, as assigned.

Readiness & Response Operations

Leads the development and management of response plans, operations, and procedures.

Manages and guides development of systems, processes, and tools for the RDHRS Response Center to ensure operational readiness.

  • Develops, reviews, and updates program standard operating guidelines.
  • Develops job aids, job action sheets, quick reference guides, and/or other documents as appropriate to assist Response Center staff.
  • Establishes and maintains necessary logistics required to support the Response Center, including equipment, supplies and IT infrastructure.
  • Creates and maintains a roster of trained Response Center staff.
  • Serves as a Duty Officer for the RDHRS (after completing required trainings).
  • When RDHRS Response Center is activated, participates in the response as assigned.
  • Following each activation, returns the Response Center to a state of response readiness in a timely manner.

Manages the RDHRS Duty Officer program. Responsibilities include:

  • Develops a Duty Officer training program to onboard new RDHRS Duty Officers and to ensure current Duty Officers maintain the knowledge, skills, and abilities to support a response operation.
  • Updates the Duty Officer Annex on a regular basis.
  • Ensures that response tools and systems for Duty Officers are maintained and in working order.

Develops and maintains an RDHRS Training and Exercise Plan, in collaboration with other CDM programs.

  • Develops/implements a training program for staff and other stakeholders to conduct effective response and recovery operations.
  • Designs, develops, conducts, and evaluates RDHRS exercises.
  • Coordinates staff involvement in regular trainings, drills, and exercises with regional stakeholders to promote improved coordination and regional healthcare preparedness.
  • Writes after action reports and improvement plans following RDHRS exercises and/or response to real-world incidents. Promotes a culture of continuous improvement for response operations.

Supports other CDM priorities and projects as assigned.

Education
Bachelor's Degree Related Field of Study required. Master's Degree Related Field of Study preferred.

Experience
5-7 years of experience in emergency preparedness and/or planning required

Knowledge, Skills and Abilities

  • Proven working experience in project management, in a complex, multidisciplinary environment.
  • Excellent written and oral communication skills.
  • Strong leadership skills, interpersonal skills, consensus building skills.
  • Experience in emergency management required; knowledge of hospital and/or healthcare setting is preferred.
  • Maturity and operational problem solving/decision making experience.
  • Ability to lead and work with a diverse group of stakeholders.
  • Familiarity with project management/task tracking software.
  • Prior experience working in an Emergency Operations Center (EOC) or other response environment strongly preferred.
  • Experienced and working knowledge of the Hospital Incident Command System (HICS) preferred.
  • Completion of ICS/NIMS 100, 200, 700 and 800 courses, before or upon hire.
  • Proficiency with Microsoft Office applications including Word, Powerpoint, Teams, and Excel.
  • Ability and interest in learning new software applications.


Working Conditions

  • Normal office conditions.
  • May be required to travel to offsite facilities as needed.
  • May occasionally be required to attend meetings outside of regularly scheduled hours and is available by pager/cell phone outside of normal business hours during assigned Duty Officer shifts.
  • May be required to report to the hospital or offsite locations outside of normal business hours to respond to events that require emergency support.
  • May be required to work extended shifts for multiple periods during emergency events.
