Overview

Bronx and Westchester Electric Underground Department is seeking a dedicated, dynamic, and innovative individual to join its management team. Must recognize the importance of a safe work culture, Commitment to Excellence, be able to provide exemplary customer service, demonstrate a high energy level, be flexible, work with a high regard to ethics and respect, and be able to handle multiple assignments while meeting deadlines. Must have experience in construction and personnel administration. The position requires an individual to prepare and manage a sizeable capital, O&M and overtime budget; planning processes; implementing, directing, and controlling the work of union and contractor personnel; and handling complex personnel & productivity issues. Must possess proven leadership qualities/skills and the ability to motivate people. Strong, decision-making, organization, interpersonal, communication, analytical and administrative skills with a solid teamwork orientation, and strong attention to detail are essential. A thorough understanding of productivity and financial reporting systems is required. The candidate must be articulate, have a professional demeanor and be comfortable dealing with all levels of management, union personnel, contractors and customers. Must be familiar with Microsoft Office Applications, in-house computer systems such as WMS & Oracle Systems and operation of storm restoration procedure. Competent working knowledge of relevant Corporate Environmental and Safety procedures.

Responsibilities

Core Responsibilities
  • Responsible for driving efficiencies and productivity of their field crews, which includes staying on target with corporate KPl's on productivity and budgeted dollar allocations per job or project.
  • Responsible for holding their field crews accountable for their actions in the field both positive and negative by utilizing either the celebrating success core value or by documenting and implementing progressive discipline per corporate policy.
  • Monitor field crew productivity and provide ownership for progress of work on a daily basis.
  • Required to demonstrate dedicated leadership and effective use of their communication and practical skills as it relates to the hands on oversight of technical training and development of hourly employees.
  • Ownership and responsibility of mentoring the field forces (coaching and counseling), with assistance from the Section Manager, will play a central role in the shaping of the department's culture and will be dedicated to creating and sustaining a workplace environment that fosters Inclusion and Engagement, as well as all of the company's core values.
  • Resolve personnel and technical issues in the field by providing interpretation and working knowledge of applicable EO specifications and policies.
  • Work with the Field Technical Specialist to assist if need be with difficult technical issues and Time Out's and to their Section Manager to assist with personnel issues.
  • Ensure safe working practices and any site safety or environmental issues are followed per the appropriate CEHSP's, Rules We Live By, and EO Specifications. Implement a safety mindset that is inclusive of the HPI and STKY tools.
  • Perform periodic quality assurance checks on completed field work/jobs to proactively identify quality issues and initiate remediation.
  • Monitor and inspect field crews on a daily basis to ensure that all work and field setups are compliant with company CEHSP's, EO Specifications, and procedures.
  • Communicate to crews on a daily basis regarding the expectations of performance and the quality of completed work and identify and correct any deficiencies.
  • Responsible for technical training and/or re training/mentoring of field crews when needed.
  • Perform other related tasks and assignments as required.
  • Exhibits the ability to hold others accountable, carry out difficult conversations when necessary to correct behaviors. Create a culture of accountability where people are held to the highest standards of ethics, work quality and respect.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 2 years of relevant experience in Electric Operations or Electric Construction or
  • Associate's Degree and 4 years of relevant experience in Electric Operations or Electric Construction or
  • High School Diploma/GED and 5 years of relevant experience in Electric Operations or Electric Construction.
Preferred Education/Experience
  • Bachelor's Degree in Engineering.
Relevant Work Experience
  • 5-7 years of related technical work experience in Electric Distribution Construction and/or Operations Systems. Preferred
  • 5-7 years experience in construction, operations, maintenance, and restoration of the electric distribution system, with particular emphasis on Underground Distribution Systems including 4kv, 13kv and Network Distribution Systems. Preferred
  • 5-7 years experience in the physical installation, repair, maintenance, removal, replacement, testing and inspection of underground Primary and Secondary cable and equipment on the electrical distribution system. Preferred

Physical Demands
  • Ability to respond to system emergencies
  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Perform extended driving through heavy traffic and severe off-road conditions
  • Perform heavy manual labor, i.e. push, pull, and lift up to 50lbs
  • Ability to carry tools and materials when climbing ladders and scaffolds, and entering confined spaces
  • Ability to work in adverse conditions that include, noise, confined spaces, and high elevations

  • Ability to be approved to wear and use either a full or half-face respirator, without facial hair or other conditions that may interfere with the seal, in accordance with OSHA regulations
  • Ability to be approved to wear and use either a full or half-face respirator and self-contained breathing apparatus (SCBA), without facial hair or other conditions that may interfere with the seal, in accordance with OSHA regulations
  • Ability to climb in and out of manholes and excavations
  • Stand, walk, and climb ladders and stairs for the duration of the workday

  • Ability to travel to company locations to work on storm restoration and heat contingencies
  • Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
  • Work rotating shifts, including nights, midnights, weekends, and holidays
  • Work with equipment with a manufacturer weight rating of 350lbs
  • Use equipment with a maximum weight rating of 375lbs when wearing and/or carrying 25lbs of clothing and equipment
Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be able and willing to travel within Company service territory, as needed.
  • Must be able to walk extensively as well as climb, bend and lift.
  • Must be available for response to emergency work 24 hours per day.
