DESCRIPTION OF WORK

Your work under the guidance of the portfolio director will organize and set an all-encompassing strategy that covers a variety of interrelated projects and ensures our teams will meet the objectives of all supported agencies. Work involves thinking critically and working collaboratively with agency business relationship managers, executive staff, and delivery center management to ensure project success; being highly organized, calm, competent, and customer service oriented; and evaluating the effectiveness of Agile practices and frameworks to ensure continuous improvement. We will rely on you to operate a hybrid project management framework overseeing a wide range of activities and initiatives that are managed by traditional project managers who also work as scrum masters on scrum teams. You will coach teams to ensure that the CEDC's project management framework is followed by all, be responsible for ensuring that project managers know and understand the objectives of their agency and how each project execution aligns to those goals, and ensure that multiple project teams have the resources and support needed to deliver projects on time and within budget. - Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Two years of experience as a Business Analyst 4 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of experience as a Project Manager 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Four years of experience in leading IT systems development or implementation projects and a bachelor's degree; or
- An equivalent combination of experience and training that includes four years of experience in leading IT systems development or implementation projects.
Additional Requirements:
- You must be able to perform essential job functions.
Preferred Qualifications (not required):
- Experience developing and/or evaluating strategic IT proposals
- Possession of a Project Management Professional certification
- Possession of a Scrum Master certification
