Job Summary:

TechnoServe seeks an experienced, strong and effective Chief Financial Officer (CFO) who will provide strategic and daily financial leadership to a complex global organization, ensuring proper financial systems, processes and controls and financial integrity through appropriate management, planning, accounting and financial reporting, audit, and control/compliance functions. With five direct reports, the CFO will oversee a team of 35 professionals across multiple countries and work closely with directors and controllers around the globe.

Primary Functions & Responsibilities:

Working with the CEO, members of the Executive Team, the Senior Management team, the finance department, and other staff at TechnoServe, the CFO will focus on the following priorities:



  • Strategy: Lead all aspects of financial planning, optimizing resource allocation across the global organization, managing financial risks, and ensuring the long-term financial sustainability and health of TechnoServe.
  • Insight: Ensure robust financial reporting and analysis that provides timely, accurate, and insightful information to the Board, executive leadership, program teams, and donors, enabling informed decision-making and demonstrating accountability.
  • Treasury: Oversee investments, global treasury, and cash management operations to ensure sufficient liquidity, manage foreign exchange risk, and optimize the use of financial resources across all country offices and headquarters.
  • Stewardship: Strengthen financial management of grants and donor funds, ensuring strict compliance with donor requirements, accurate budgeting, timely reporting, and effective stewardship of restricted and unrestricted contributions.
  • Control: Develop and maintain a strong internal control environment that safeguards organizational assets, prevents fraud and errors, and ensures compliance with all relevant laws, regulations, and internal policies.
  • Leadership: Lead and develop a high-performing global finance team that is technically proficient, strategically oriented, and effectively supports the financial needs of headquarters and country programs.


In addition to these key priorities, the CFO is responsible for the following:

Financial Management



  • In partnership with the CEO and other members of the executive team, identify financial strategies to enable TechnoServe's continued growth and impact.
  • Lead the annual budget development process, coordinating inputs from all departments and country offices, developing and negotiating budget balancing strategies with the executive leadership team, and presenting the consolidated budget to the Board for approval.
  • Oversee the cost and pricing function for proposals and new initiatives, ensuring full cost recovery and competitive positioning.
  • Partner with the COO and department leaders to ensure spending is on track against budget, providing regular analysis and forecasting.
  • Manage organizational cash flow, forecasting, and balance sheet hedging strategy, ensuring adequate liquidity for operations while minimizing currency exposure.


Accounting & Audit



  • Ensure all aspects of the TechnoServe's accounting functions are accurate, timely, and compliant with internal policies and relevant accounting standards.
  • Ensure timely completion of the annual external audit, as well as the dozens of donor and statutory audits that occur each year.
  • Oversee the establishment and enforcement of a robust internal control structure.
  • Working in close collaboration with the Senior Director of Internal Audit, develop and implement annual internal audit plans and remediate findings.
  • Ensure compliance with all relevant tax regulations and filings in the US and support country offices in meeting local tax obligations.


Financial Systems & Reporting



  • Oversee and continually enhance TechnoServe's complex financial management system and associated subsidiary systems, ensuring data flows, allocation routines, business rules, and other automated processes are functioning, accurate, and maintained at all times.
  • Oversee continued design and development of data warehouse, financial dashboards, and other financial reporting tools ensuring accuracy and timeliness.
  • Ensure accurate and timely organizational, departmental, country, and donor financial reporting.
  • Prepare and synthesize TechnoServe's financial data into compelling and understandable presentations for consumption by various audiences, including the executive team, CEO, Senior Management Team, Audit Committee, and Board of Directors.


Procurement & Administration



  • Oversee the global procurement oversight function which provides policies, systems, training, and support to the country offices.
  • Establish policies and tools for administrative functions in the country offices to streamline operations and improve internal controls.
  • Oversee the enterprise risk management process and global insurance relationships.


Governance



  • Prepare and deliver reports on TechnoServe's financial condition and financial and control issues to appropriate Committees and the Board of Directors.
  • Develop and implement policies and procedures that promote efficiency, compliance, and sound financial and administrative practices across the global organization.
  • Act as a member of TechnoServe's Ethics Committee.


The CFO may also have responsibility for Technology including: working in collaboration with the Senior Director of Global Technology, to provide oversight and strategic direction for technology investments, infrastructure, and security to ensure alignment with organizational goals and operational efficiency; and guiding the direction and resources for the TechnoServe Labs practice.

Basic Qualifications:



  • Certified Public Accountant, current or expired license acceptable.
  • Minimum of 15 years of broad financial experience, including 10+ years managing the finance function of a complex, international development or donor-funded organization.
  • Extensive experience managing funds from US and other major donors (e.g., FCDO, EU, EKN, BMGF, MCF, etc.), as well as a demonstrated ability to strategically blend restricted philanthropic giving into a complex organizational budget.
  • Strong experience using major ERP systems to drive financial reporting, analytics, and process optimization.
  • 5+ years serving as member of a senior leadership team and/or serving as a proactive and collaborative business partner to the CEO, Board, and or Board Committee.
  • Exceptional analytical skills coupled with deep knowledge of the international nonprofit sector, allowing for the translation of the organization's strategic vision into realistic operational models, scenarios, and plans.
  • Extensive experience managing donor and external audits.


Required Languages: Fluency in English. Proficiency in Spanish or French is a plus.

Travel: Willingness to travel overseas to our countries of operation

Preferred Qualifications:



  • MBA or other advanced degree in related fields such as finance or accountancy.
  • Prior knowledge of one or several of TechnoServe's suite of primary financial tools, which include: Google Workspace, Google Cloud Platform, Google Big Query, Looker Studio, Jet Reports, and Google Apps Script.
  • Experience with Sylogist Mission (or its underlying platform Microsoft Dynamics 365 Business Central), and knowledge of SQL is highly desired.


Knowledge, Skills and Abilities:



  • Very high degree of tech-literacy, with the ability not only to use technology, but also to understand complex database schemas and dataflows, write and/or audit queries complex reports, allocation routines, and basic scripts, and continually leverage new tools such as AI to improve operations and become more efficient.
  • An effective communicator at all levels in the organization, with strong oral and written skills and a willingness to share information
  • Excellent leadership skills, confident in working collaboratively with diverse groups of people in a multi-country environment.
  • Collaborative and flexible management style, persuasive and diplomatic in effecting change in a continuously evolving environment.
  • Outstanding business acumen, balancing financial strategy with day-to-day fiscal excellence.
  • Personal qualities of integrity, entrepreneurial spirit and striving for continuous improvement.


Supervisory Responsibilities: The CFO supervises a team of five, including four directors.
