About the opportunity

SWCA Environmental Consultants' is actively seeking to fill a Project-level Compliance Monitor - Stormwater position to support our Arizona operations. This role will support and perform compliance efforts for preconstruction planning, construction, and post-construction operations and maintenance in the mining, transmission, land development, power generation, transportation, and oil & gas markets.

We seek a self-motivated individual who can work independently and under the supervision of Stormwater Project Managers. The selected candidate will need to collaborate with in-field construction contractors and write critical compliance reports.

This is a full-time, regular (with benefits) position offering a hybrid work environment. The selected candidate will need to be located in Arizona with the ability to travel throughout the state and surrounding areas to visit SWCA active projects on an as needed basis. This position is based in our Phoenix office, but candidates living in other locations within Arizona will also be considered.

This role can be filled at the following levels:

  • Project Compliance Monitor: Typically, with seven (7) years' relevant experience and expertise
  • Associate Project Compliance Monitor: Typically, with five (5) years' relevant experience and expertise
  • Assistant Project Compliance Monitor: Typically, with three (3) years' relevant experience and expertise

What you will accomplish

This position will support our stormwater team, working on a variety of projects and stormwater-related services, including the following:

  • Perform stormwater inspections, prepare management plans and permit applications (e.g., SWPPPs, SPCCs, dewatering, discharge permits), report spills, and ensure general construction compliance.
  • Lead small, routine construction compliance projects, processes, and deliverables from start to finish, on time and in budget.
  • Prepare scopes and budgets for routine construction compliance projects.
  • Conduct inspections independently or with a field crew following safety procedures; may serve as most senior inspector in the field. Make on-site decisions to ensure project success and permit compliance.
  • Proactively communicate with the project team, including coworkers, clients, contractors, regulatory agencies, etc. regarding project status, schedules, and compliance.
  • Develop and implement site-specific safety plans and ensure timely reporting.
  • Provide environmental training to personnel, contractors, and visitors, and supervise or train employees as needed.
  • Perform QA/QC, data tracking, synthesis, and analysis for project deliverables to ensure compliance with internal and agency standards.
  • Take responsibility for team safety, developing safety plans (when applicable), and anticipating potential safety hazards.

Experience and qualifications for success

Minimum qualifications:

  • Three (3) years of relevant experience in stormwater management, environmental compliance for construction projects, Clean Water Act permitting, or a related field.
  • Familiarity with federal, state, and local stormwater regulations and best management practices (BMPs).
  • Experience supporting National Pollutant Discharge Eliminations System (NPDES) and state equivalent permits (i.e., AZPDES), including preparation of stormwater pollution prevention plans (SWPPPs) and spill prevention, control, and countermeasure (SPCC) plans.
  • Experience conducting stormwater inspections, with ability to prepare detailed inspection reports and documentation.
  • Ability to identify and resolve stormwater compliance issues effectively.
  • Relevant stormwater certification such as Certified Erosion, Sediment and Storm Water Inspector (CESSWI), Certified Inspector of Sediment and Erosion Control (CISEC), or similar.
  • Willingness to travel to project sites throughout Arizona and adjoining states, and to conduct fieldwork in various weather conditions and terrains.
  • Working knowledge of Microsoft suite of products (Excel, PowerPoint, Teams, and Word).
  • Ability to work collaboratively with project teams and other stakeholders.
  • A solution-driven attitude.
  • Strong organizational skills and ability to communicate well in writing, verbally, and graphically.
  • Applicants must have valid driver's license and be able to meet SWCA's driver requirements.

Preferred qualifications:

  • A bachelor's degree in engineering, environmental science, or related field.
  • Seven (7) years of relevant experience in stormwater management, environmental compliance for construction projects, Clean Water Act permitting, or a related field.
  • Proficiency in using GIS software and other relevant tools for mapping and reporting.
  • Experience working with infrastructure and/or design build projects exceeding 5 acres in size.
  • Arizona Department of Transportation (ADOT) Erosion Control Coordinator (ECC) training and experience.
  • OSHA 40-hour HAZWOPER certification.

An employee in this Arizona-based position can expect an hourly/salary rate of:

  • Project Compliance Monitor-- $77,875.20 - $99,507.20/annually
  • Associate Project Compliance Monitor-- $33.28/hr. - $42.64/hr.
  • Assistant Project Compliance Monitor -- $30.16/hr. - $37.96/hr.

Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law.
