Hill International is seeking a Construction Inspector in San Jose, California

We are seeking a highly skilled Construction Inspector (CI) to support ongoing federal construction activities in Northern California. The ideal candidate will be experienced in federal construction oversight and knowledgeable in multiple building disciplines, with the ability to ensure work complies with applicable codes, standards, and contract requirements. This role plays a key part in quality assurance, safety compliance, and timely project delivery.


  • Oversee construction work in progress and assist the Site Designated Representative (SDR) with contract compliance and work acceptance.
  • Provide quality oversight throughout all construction phases.
  • Understand and interpret construction plans and specifications.
  • Perform field observations across all disciplines and prepare detailed observation reports documenting construction progress, quality, safety, and relevant findings.
  • Offer Subject Matter Expert (SME) observations across geographic areas in specialized fields (e.g., scaffolding, trenching, lightning protection).
  • Conduct mandatory code inspections for compliance with relevant building codes (e.g., IBC, NFPA) and ensure contract compliance.
  • Ensure Requests for Information (RFIs), submittals, and redlines are accurately incorporated by construction subcontractors.
  • While onsite, monitor for OSHA safety violations, document violations in inspection reports, and report them to the site Safety Specialist.
  • Perform final inspections and develop project punch lists.
  • Comply with established CA Facilities processes and procedures.
  • Participate in reviews and updates of CA Facilities Standards and Specifications.
  • Verify that subcontractors have completed Facilities Asbestos Implementation Team (FAIT) Asbestos Work Release assessments where applicable.
  • Coordinate and witness various field tests.
  • Review and monitor construction schedules; identify deviations that could impact timely completion.
  • Manage client required construction work permits.
  • Minimum of five (5) years' experience in the area of construction inspection
  • Maintain logs of construction issues and deficiencies.
  • Submit daily/weekly site observation reports with supporting photographs.
  • Identify and document discrepancies related to building code compliance and construction document adherence.
  • Provide inspection reports to the SDR within 24 hours of performing inspections.
  • Maintain current and organized records of inspection reports, logs, and code compliance checklists.
  • Review and verify completed Construction Inspection Reports (Requests for Inspection) submitted by construction subcontractors.
  • Prepare and submit comprehensive inspection reports documenting progress, quality, and compliance.
  • Must possess current International Code Council (ICC) certification(s) in applicable inspection area(s):
    • Commercial Building
    • Commercial Mechanical
    • Commercial Electrical
    • Commercial Plumbing
  • OSHA 10-hour training (or higher)
  • Knowledge and application of OSHA 29 CFR 1926 Construction Standards
  • Knowledge and application of California Building Code compliance
  • Working knowledge of IBC, NFPA, and other applicable standards
  • Strong experience reviewing construction drawings, submittals, schedules, and specifications
  • Proficiency with Microsoft Office and inspection documentation tools
  • Self-motivated with strong interpersonal and written communication skills
  • Ability to work a flexible schedule, including occasional after-hours or weekend inspections
  • Physically able to walk, climb, and access active construction areas
  • Must be eligible to obtain a Department of Energy (DOE) Q Clearance

The salary range for this position is $100,000-$120,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
