SALARY: $75,000-$90,000/yr (dependent on qualifications and education)

QUALIFICATIONS:
Required
  • Bachelor's degree in education or related field.
  • 2-4 years of professional level experience in community education programing;
  • 2-4 years' experience training, supervising, and evaluating staff and/or volunteers;
  • Knowledge of the following: state and federal law and policy pertinent to community education; current research, trends, and best practices, (integration of technology into programming, community education data/MDE databases, grant writing, grant management, communication strategies, branding, marketing, use of analytics, social media, and demonstrated experience of successful collaborations and partnerships.
  • Experiences serving non-traditional populations with the demonstrated ability to interact effectively with people of diverse educational, cultural, ethnic, and socioeconomic backgrounds to promote educational success; excellent interpersonal skills, including strong verbal and written communication skills.
  • Strong problem solving skills with the ability to successfully manage multiple assignments independently and with high performance standards and consistent follow through.
  • Ability to work well under pressure and adhere to district policies and protocols with respect to confidentiality and data privacy.
Preferred
  • Experience working with diverse learners.
  • Administrative or Community Education license issued by MDE or in a program to achieve licensure.
  • Experience in use of software applications for managing, fees, facility scheduling, program scheduling, and program promotion.

POSITION SUMMARY:
Under the direction of the Director of Community Education, the Supervisor of Community Education Programs provides leadership and administration for community education programs and staff including youth enrichment, youth development and service, school aged care, facility rental, volunteers, and aquatics.

Responsibilities include: Planning, development and implementation of community education program functions including hiring, training, observation and evaluation, program development, evaluation and accountability, data management, grant assurances compliance, development and monitoring of program policies and procedures, budget development and management, and grant applications. In addition, the position includes responsibility for marketing community education programs and community outreach, communications strategies, and developing and maintaining partnerships between community education staff and district departments, state staff at Minnesota Department of Education, postsecondary institutions, community-based organizations, employers, and other collaborative partners.

ESSENTIAL DUTIES:
  • Supports the Executive Director in the hiring, training and evaluation of community education staff, which includes Coordinators, Specialists, Clerical, Building Attendants and all other related service providers; examines needs of program and directs staff development meetings held regularly throughout the year; responds to staff issues; completes required observations and evaluations of staff performance for community education staff as directed.
  • Assists in the planning, review and evaluation of community education program; defines service parameters, assesses, and evaluates program services relative to community needs and program priorities; establishes direction for program initiatives and expansion; explores new program delivery methods to better serve identified learner needs; facilitates process that includes staff and learners to set program plans and goals based on program, district, and state and federal adult basic education requirements and initiatives; supports annual program reports and five-year narrative; encourages the gathering of program evaluation information from students, staff, volunteers, and community.
  • Develops the appropriate program procedures and supports the Executive Director in updating program policies as needed. Maintains accurate program data for local, state, and national reports; maintains knowledge of current state and federal data and reporting requirements and trains appropriate personnel; supports a system of learner accountability that includes referral and follow-up.
  • Monitors program budgets, explores alternative funding sources; allocates resources equitably and efficiently; prepares funding applications; writes, monitors, and completes grant reports; trains staff to comprehend the funding system and state formulas to understand the basic requirements for adequate fiscal support.
  • Provides communication and leadership to all community education staff; communicates relevant information and statistics in a timely fashion; mediates personnel and client concerns and issues; fosters a team approach among staff members and seeks consensus in group matters; recognizes contributions staff members, students and volunteers make to the program.
  • Establishes partnerships that connect the community education program with related groups and organizations; establishes strategies for building and maintaining community partnerships and collaborations with building partners, state and federal agencies, service providers, and community, state and national organizations; ensures that the Community Education program is represented in relevant planning meetings of related social service and employment agencies; leads efforts to assess community needs and helps facilitate communication and coordination with appropriate community agencies and organizations for the benefit of Community Education; participates in strategic planning.
  • Distributes state and federal guidelines to staff regarding legislation, policy changes and funding issues; attends state management training and shares the current strategies and trends with staff; ensures compliance with all state and federal regulations and grant assurances, as well as district operating procedures; communicates and reports to state and federal community education staff and other funders on direct services; serves as a liaison between the community education program and MDE; maintains knowledge regarding local, state, and national legislative issues related to community education, and the school district.
  • Other duties as assigned.

  • Adheres to federal, state and district student data confidentiality and privacy laws.
  • Shares the responsibility with other employees for supporting and promoting the educational and strategic goals of the district.
