The City of Irvine is seeking a dynamic and experienced Public Works Business Services Manager to manage , direct, plan and organize a variety of public works & business services programs, budget development and management; supervise professional, technical, and clerical staff in program administration; and provide responsible staff assistance to the Director and Deputy Directors of Public Works.
Annually Salary Range: Effective June 21, 2025
$132,328.56 - $206,191.44

Essential Duties and Responsibilities

The following duties are normal for this classification. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

  • Manages, directs, plans, and organizes through subordinate supervisors the daily operations of Public Works programs and services which include Business Services. Evaluates existing programs to determine effectiveness. Recommends improvement in service delivery.
  • Participates in strategic planning for departmental activities, and develops short and long-range goals, objectives, policies, and priorities for Public Works-related business services and programs. Analyzes community needs and forecasts infrastructure funding requirements. Develops and monitors standards and service levels. Allocates staff and prioritizes resources to maximize productivity and efficiency.
  • Manages and participates in the development and administration of the Public Works annual budget and Capital Improvement Program Budget. Directs the forecast of additional funds needed for staffing, equipment; directs monitoring and approval of expenditures; directs and implements adjustments as necessary.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with Deputy Director or Director of Public Works.
  • Recommends staff appointments, establishes employee performance standards, implements discipline, and prepares performance reviews. Analyzes needs and develops and implements training programs. Directs and provides guidance to subordinate supervisors, employees, consultants, contractors, and work teams.
  • Plans, directs, coordinates and reviews the work plan for assigned responsibilities; meets with customers and staff to identify and resolve problems; assigns work activities, projects and programs; monitors workflow; reviews and evaluates work products, methods, and procedures.
  • Analyzes complex Public Works issues, problems, and concerns. Develops and evaluates alternatives. Develops and facilitates the implementation of effective solutions.
  • Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to Public Works programs, policies, and procedures; manages and directs operations.
  • Administers contracts to ensure compliance with contract provisions; administers other vendor and service company contracts.
  • Researches, prepares, and presents oral and written reports to City Council, Commissions, Committees, and Boards. Prepares a wide variety of memos, reports and correspondence regarding assigned services, activities, and programs.
  • Attends and participates in City Council, Commission, committees, staff, and public and private agency meetings as required regarding assigned services, activities, and programs.
  • Maintains knowledge of community needs regarding assigned services, activities, and programs. Researches and implements service programs. Facilitates community participation creating positive outcomes and community consensus, working with a wide variety of diverse individuals and community organizations.
  • Maintains knowledge of related current trends, theory, practices, laws, and regulations and offers innovative approaches to providing Public Works services.
  • Demonstrates technical expertise and the ability to strategically manage operational, maintenance, and resource management needs.
  • Ensures that safety and loss control programs are operational to reduce or prevent injuries, protect property, and provide for the safety of the public; oversees general liability claim activities involving areas of responsibility.

Minimum Training and Experience Required to Perform Essential Job Functions

  • Bachelor's degree in Business Management, Public Administration, Engineering, or a related field.

  • Six years of increasingly responsible public works program administration experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

  • Possession of, or ability to obtain, a valid California driver's license.

  • ** Desirable but not required: Master's Degree in Public Administration or related field. **
