THE POSITION

If so, consider joining the Department of Environmental Protection as a Water Quality Specialist Supervisor. This position allows you to utilize your expertise to supervise the activities of Compliance Specialists and Water Pollution Control Biologists within the 8 counties of the Southwestern Region. DESCRIPTION OF WORK

As a Water Quality Specialist Supervisor, your work focuses on the regulation of construction and stormwater related activities, ensuring compliance with the Commonwealth's laws, rules, and regulations. You will be responsible for maintaining a waterways and wetlands regulatory program, making sure inspections and permit follow-ups are conducted by implementing a uniform enforcement program in accordance with the DEP Compliance and Enforcement Strategy. Work involves providing guidance to subordinates in the interpretation of work assignments as well as advice on difficult and unusual waterways and wetlands, stormwater, agricultural, and construction related activities. You will have the opportunity to meet with permittees, land developers, contractors, attorneys, Penn Dot, Commonwealth and municipal officials, Army Corp of Engineers, consultants, PAFBC, special interest groups, and the public to interpret rules, regulations, policies, and procedures governing construction and stormwater related activities. Additional responsibilities include:

  • Assisting in responding to emergency situations
  • Conducting administrative conferences and technical meetings
  • Testifying as an expert witness
  • Evaluating employee performance, resolving grievances or complaints, and evaluating training needs
  • Working with the region's General Counsel in the preparation of legal documents and development of enforcement cases

Work Schedule and Additional Information:

  • Full-time employment
  • Travel is required for site visits.
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience as a Water Quality Specialist (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Any equivalent combination of experience and/or training which affords the applicant the required knowledges and abilities.

Special Requirements:

  • You must possess a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.

Other Requirements:
