Position Summary

Odyssey Systems has an exciting new opportunity providing Advisory and Assistance Services (A&AS) supporting the US Space Force mission to defend National Security Interests in Space as a Space Domain Awareness (SDA) Systems Acquisition Subject Matter Expert (SME) supporting the Operations team in the Battlespace Awareness Acquisition Delta (SSC/BCB S3).

SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy and act as force multipliers in times of conflict. The Battlespace Awareness Acquisition Delta executes system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems. Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding.

Odyssey Systems provides support to the Government in seven areas: Data Acquisitions, Product Testing, Product Support, Sustainment Management, User Interface Design, Engineering, and Integration. These tasks are executed laterally with USSF SSC, development contractors and with SDA stakeholders.

This is a full-time position that can be performed at 2424 Garden of the Gods Road in Colorado Springs or fully remote.



Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government. As an SDA Systems Acquisition SME, you will be a key member of the Operations Section (S3) team, providing expertise in acquisition planning, training, education, mentoring, and reporting. This position will support the Acquisition Delta - Battlespace Awareness (PEO SDA / SSC BCB) in achieving its mission objectives by ensuring that acquisition professionals have the necessary skills, knowledge, and competencies to execute complex acquisition programs. Work is performed in a fast-paced, dynamic environment, collaborating with various stakeholders to support the Acquisition Delta - Battlespace Awareness (PEO SDA / SSC BCB) mission. The selected candidate must be able to work effectively in a team environment, prioritize tasks, and meet deadlines. Duties include, but are not limited to:

    Training and Education (Primary)
    • Develop deliver, and maintain acquisition-related training programs, courses, and workshops to ensure that acquisition professionals possess the necessary skills and knowledge to execute their duties effectively
    • Collaborate with other organizations and stakeholders to identify training needs and develop targeted training solutions
    • Evaluate the effectiveness of training programs and make recommendations for improvement
  • Acquisition Mentoring (Primary)
    • Provide guidance, coaching, and mentoring to acquisition professionals at all levels, including junior personnel, to help them develop their skills and competencies
    • Foster a culture of continuous learning and professional development within the acquisition community
  • Acquisition Support (Primary)
    • Provide expertise and support to acquisition teams in the development of acquisition documentation, including but not limited to:
      • Acquisition Strategic Planning (ASP)
      • Requests for Proposal (RFPs)
      • Statements of Work (SOWs)/Performance Work Statements (PWSs)
      • Contract Data Requirements Lists (CDRLs)
    • Review and provide feedback on acquisition documents to ensure compliance with regulatory requirements and best practices
  • Process Improvement (Primary)
    • Identify opportunities for process improvement and develop recommendations to enhance the efficiency and effectiveness of acquisition processes
    • Collaborate with other stakeholders to implement process improvements and measure their impact
  • Acquisition Reporting: (Secondary)
    • Support the development and maintenance of acquisition reports, including but not limited to:
      • Acquisition Program Baseline (APB) reports
      • Acquisition Strategy Reports
      • Program Management Reviews (PMRs)
      • Earned Value Management (EVM) reports
      • Monthly Activity Report (MAR)
    • Ensure that all acquisition reports are accurate, complete, and submitted on time.
  • Travel to CONUS and OCONUS locations upon government direction
  • Other duties as required/requested by the Government and within the scope of the S3 contract


Qualifications

Citizenship: Must be a US citizen

Minimum Qualifications:

Clearance: Active Secret clearance, eligible to obtain Top Secret/SCI clearance

Certifications: DAU, APDP or DAWIA Program Management Level II Certification or equivalent

Education: BA/BS degree

Years of Experience: 5 years of directly relevant experience in program management activities supporting DoD, MDA, or IC Acquisition Organizations

Other Qualifications:

  • Strong knowledge of DoD and Space Force acquisition policies, procedures, and regulations
  • Excellent communication, interpersonal, and training skills
  • Ability to analyze complex acquisition data and develop insightful reports
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams

Preferred Qualifications:

Clearance: Active DoD Top Secret/SCI clearance

Certifications: DAU, APDP, or DAWIA Contracting Level III Certification or equivalent

Education: MA/MS degree

Years of Experience: 10 years of directly relevant experience, 5 of which must be in contracting activities supporting DoD, MDA, or IC Acquisition Organizations with Major Defense Acquisition Program (MDAP), Acquisition Category (ACAT) 1, and ACAT 2 programs.

Other Qualifications:

  • Experience working in a similar role, supporting acquisition programs and providing training, education, and mentoring to acquisition professionals
  • Experience with acquisition data analytics and reporting tools, such as the Defense Acquisition Visibility Environment (DAVE) or the Earned Value Management System (EVMS)
  • Previous experience as an A&AS or SETA contractor

Additional Information:

Location: Work may be performed at 2424 Garden of the Gods Road in Colorado Springs or fully remote.

Travel: Up to 10% to CONUS and OCONUS locations upon Government direction
