DESCRIPTION OF WORK

In this position, you will integrate Context Sensitive Solutions, Right Sizing, and Smart Transportation principles into all design projects assigned to you, applying these concepts where they are deemed appropriate and feasible. You will also address issues related to pedestrian and bicycle access, ensuring the inclusion of sidewalks, bikeways, rail connections, airport access, park-and-ride facilities, and other multi-modal transportation options in your projects. A critical aspect of your role will be to verify that all assigned projects comply with ADA standards, particularly concerning curb cut ramps. As a lead technician, you will manage the concurrent preparation of design plans for multiple complex projects, guiding junior technicians in drafting, detailing, and designing various project components. Your focus will be on creating comprehensive sets of plans for intricate highway projects, working independently while adhering to established technical standards and specifications. You will utilize source documents such as survey data, aerial maps, deed descriptions, construction plans, and the roadway management system to inform your work. Effective communication, both verbal and written, will be essential as you interact with other designers, consultants, functional unit managers, internal partners, government officials, and the public. Additionally, you will oversee the work of consultants and coordinate with other departmental units to ensure that design projects are completed on schedule, within budget, and to a high standard of quality. By leveraging established project delivery processes and tools, you will aim to reduce project delivery cycle times and ensure that design deliverables are prepared by set deadlines, facilitating adherence to project timelines. You will also review the work produced by consultants and other departmental units, seeking assistance from specific technical units as necessary to confirm that design deliverables are accurate and complete. It will be your responsibility to keep your supervisor and relevant department staff informed of any issues that may arise, potentially impacting the timely progression of assigned projects.

- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, after a successful probationary period, per manager's discretion. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Montoursville.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
- Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate degree in civil engineering technology or a closely related engineering discipline; or
- One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.
Other Requirements:
- PA residency requirement is currently waived for this title.
- You must be able to perform essential job functions.
