Position Description

The City of Minneapolis Public Works Department is hiring seven (7) Engineers in the following areas:
Surface Water & Sewers (one position) Transportation Engineering & Design (one position) Traffic & Parking Services (three positions) Water Treatment & Distribution Services divisions (two positions)
These positions will perform a variety of technical engineering work in the preparation of plans and specifications for engineering projects, provide consultation and assistance for civil engineering-related projects, performing technical studies, and preparing reports.
Note: Applicants for both licensed and unlicensed engineers will be considered for these positions. Applicants possessing a Professional Engineering license should apply for the Professional Engineer Posting. Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office and/or at construction sites.

Job Duties and Responsibilities

Overall Job Duties and Responsibilities
- Under the direction of a licensed engineer, provide engineering design work, create plans that construction crews can follow and ensure the designs meet Federal, State and Local guidelines.
- Provide project management and coordination for planning, design, construction, and/or repair efforts.
- Prepare contractual documents, hire, and manage the work of consultants and contractors.
- Coordinate with private utilities, local businesses, and residents to help meet project needs and minimize impacts.
- Obtain appropriate approvals, agreements and permits necessary for City projects and Initiatives.
- Establish priorities to ensure that projects are completed on schedule within budget.
- Prepare project specifications, cost estimates and funding splits, and recommendations.
- Participate in the monitoring of project schedules and budgets.
- Provide direction and mentoring to technicians, interns and other staff as assigned.
- Respond to questions from City Council Members, staff, constituents and other interested parties on various projects, plans and issues.
- Coordinate initiatives and projects with other Public Works staff and outside partners
- Gather input from stakeholders in other Public Works divisions, City departments, other agencies, and the public.
- Perform research, prepare reports, give presentations, and write proposals.
- Communicate and present on technical engineering issues in a way that can be understood by residents, council members, and team members. Communication may be in person or in writing.
- Participate as the City's technical representative at various meetings.
- Ability to communicate on a regular basis with others regarding procurement of materials, hiring of consultants, reviewing and planning of projects, investigations of issues and the status of all projects.
- Perform other related duties as assigned.
Additional duties and responsibilities include: Surface Water & Sewers (one position):
- Analyze and design storm sewer, sanitary sewer, and stormwater drainage systems including stormwater treatment devices.
- Create, modify, check, and interpret hydrologic/hydraulic models.
- Create, modify, check, and interpret water quality models.
- Analyze data and prepare maps using ArcGIS.
- Review and provide input on work of staff and consultants including products such as design plans, drainage reports, and water quality analyses.
Transportation Engineering & Design Job Duties and Responsibilities (one position)
- Oversee the delivery of design and/or construction of municipal capital improvement projects
- Ensure the municipal construction projects are built according to plans and specifications.
- Solve problems as they arise during design and/or construction.
- Administer construction and consulting contracts and provide project management during design and/or construction.
Traffic & Parking Services (three positions):
- One position will assist in the supervision of the Traffic electrical as-built and field locating group, as well as quality control inspections.
- Assist with managing project design reviews and comment collection and submission.
- Design signals and streetlighting plans as well as signing and striping plans.
- Assist with Traffic safety initiatives during design and construction.
- Ability to master a variety of software including Microstation, Autocad, Smartsheet, and GIS.
- One of the three positions will be affiliated with the Safe Streets for All Grant and will be designing safety improvements and overseeing construction.
Water Treatment & Distribution Services (one position):
- Review proposed paving plans and provide input and guidance as it relates to potential impacts to water utility infrastructure.
- Manage the delivery of municipal utility engineering, project management, and design.
Working Conditions: Office and field work. Field work may include exposure to all weather conditions; exposure to outdoor elements such as noise, dust, gases, fumes, and chemicals; exposure to high traffic areas; exposure to rough, uneven surfaces; and/or other types of conditions that may be found in a construction environment. Some positions require working some nonstandard work hours and attending evening meetings with the public.

Required Qualifications

Minimum Qualifications: Bachelor's degree in Civil Engineering, Environmental Engineering, or equivalent from an accredited college by the date of hire. Experience: This is an entry level position, experience performing engineering work is a plus, but not required. Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Licenses/Certifications:
- Possess, and continue to maintain, a valid driver's license.
- As a condition of continued employment, a Professional Engineer License must be obtained from the State of Minnesota within eight (8) years from the date of hire.
Employees hired into the Engineer (unlicensed) classification are automatically promoted to the Professional Engineer classification upon successfully obtaining a Minnesota Professional Engineer License.
Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.
Union Representation

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire upon hire.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Surface Water & Sewers (one position):
- It is desirable for a candidate to have completed coursework or have experience with drainage design, hydrology, and hydraulics including applicable design standards and modeling programs, especially XPSWMM or PCSWMM.
- It is desirable for a candidate to have completed coursework or have experience with stormwater quality planning, stormwater treatment design, green infrastructure design, and water quality modeling.
- It is desirable for a candidate to have experience in underground stormwater infrastructure planning and design.
- It is desirable that the candidate have experience managing the delivery of plan sets for capital projects.
Transportation Engineering & Design (one position):
- Desirable for a candidate to have a strong understanding of municipal engineering principles for design and construction.
- Desirable for a candidate to have experience in problem solving during design and/or construction
- Possess the ability to make decisions and recommendations within a short timeframe.
- Possess comfort working in a construction zone.
Traffic & Parking Services (three position):
- Ability to learn the principles of traffic signals, streetlighting and signing and striping.
- Should be able to provide summary of exposure to these areas through coursework or outside study
- Ability to learn and master new software as described previously.
- Provide examples of quickly learning and applying new skills and principles
Water Treatment & Distribution Services (one position):
- Ability to manage, at the same time, many projects related to water treatment process, facilities management, paving, traffic, surface waters and sewers as well as various other partner agency projects all at various stages of preliminary design, construction design, construction and project close out.
