INTELLIGENCE OPERATIONS MANAGEMENT PDP FACILITATOR
Location: Honolulu, Hawaii | Type: Full-Time | Clearance: TS/SCI - CI Poly Preferred


Overview
DarkStar Intelligence is seeking an experienced Intelligence Operations Management (IOM) PDP Facilitator to deliver advanced training in Honolulu, Hawaii. This position is responsible for designing and implementing instructional programs aligned with DIA, COE, and Joint Staff Joint Training Standards that address the full scope of Intelligence Operations Management in support of the joint warfighter and national policymakers. The facilitator will prepare students to manage intelligence enterprise capabilities across the Defense Intelligence Enterprise (DIE), Intelligence Community (IC), and U.S. foreign partners. This position operates in an on-site, SCIF-based environment. U.S. citizenship is required.


Key Responsibilities
  • Plan, develop, coordinate, implement, instruct, and maintain Intelligence Operations Management courses across learning levels from introductory to senior/expert
  • Provide instruction on the coordination, synchronization, and integration of intelligence activities across the intelligence cycle
  • Train students in managing multi-discipline intelligence operations in support of Defense and IC leadership
  • Cover functions such as intelligence watchstanding, national intelligence policymaking, joint targeting, collection management, risk management, and performance evaluation
  • Deliver training on the operational application of intelligence capabilities (HUMINT, IMINT, MASINT, SIGINT, OSINT) and related platform, sensor, and human domain resources
  • Instruct on the interpretation and application of DoD, IC, and national-level policies, strategies, and doctrine for synchronizing intelligence activities
  • Support training related to global apportionment and allocation of intelligence resources and Global Force Management (GFM)
  • Educate learners on Intelligence Planning, Programming, Budget, and Execution (IPPBE), Joint Capabilities Development (JCD), and support to acquisition
  • Train students on the development of innovative intelligence architectures, methods, and tools for operational application
Minimum Qualifications
  • Active TS/SCI security clearance
  • Bachelor's degree or equivalent experience
  • Minimum 10 years of DoD or military experience in Intelligence Operations Management
  • Experience as a trained and certified instructor
Desired Qualifications
  • 15 or more years of DoD or military experience in intelligence operations, including operational or strategic assignments within the INDOPACOM AoR
  • Certified curriculum developer and DIA instructor
  • Experience in interagency coordination and strategic intelligence operations management
  • Familiarity with IPPBE processes, joint intelligence planning, and capabilities development
