Arapahoe County's Public Works and Development (PWD) Department is seeking a Maintenance Inspector to join our team in the Road and Bridge Division. We are seeking highly motivated individuals with a commitment to excellence and a desire to serve Arapahoe County.

2025 Hourly Rate Ranges:
  • Pavement Maintenance Inspector: $28.99 to $43.48, with an anticipated hiring range of $36.24.


The Pavement Maintenance Inspector performs a variety of technical and administrative duties associated with quality assurance and inspections within the Road and Bridge Division. The position conducts on-site inspections, construction plan reviews, and data collection and analysis to ensure compliance with county, state, and federal standards and specifications.


Duties

The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. The County reserves the right to modify or change the duties or essential functions of the job at any time.

The Pavement Maintenance Inspector performs the following duties:

  • Primarily works with asphalt paving and asphalt patching inspections.
  • Plans, coordinates, and inspects Public Works projects, such as streets, bridges, drainage, and other maintenance projects and installations to ensure compliance with County construction standards.
  • Reviews and inspects materials, grades, and other work for compliance with standard and special specifications, details, plans, and standard construction practices and takes samples for various materials tests as required. Reviews and evaluates test data to ensure compliance with adopted standards. Develops recommended remedial actions based on findings.
  • Coordinates the scope of work for assigned projects, providing direction and clarity to contractors and outside consultants by participating in preliminary project design review and review of traffic control plans. Conducts pre-construction meetings and coordinates final acceptance procedure, walk-through, and letters.
  • Reviews pay apps from contractors and consultants. Assists and conducts project progress meetings and project conferences. Provides necessary feedback, proposed updates, quantities, additions, deletions, and change orders to contractors. Reviews project schedules and resolves conflicts.
  • Conducts inspections of road construction, including pre-paving road tests of sub-grade/ base course and paving operations.
  • Accepts, rejects or requires modification to contracted and in-house crew work as necessary. Negotiates cost for additional work when necessary or desirable.
  • Conducts inspection of Grading, Erosion and Sediment Control (GESC) Best Management Practices (BMPs) associated with construction projects.
  • Conducts facility acceptance process for developer/contractor constructed public works improvements. Responsible for timely response to all correspondence and telephone calls, scheduling and conducting acceptance inspections, developing and communicating facility deficiencies, monitoring developer compliance to timely repair criteria, and granting acceptance.
  • Assists in the development of the annual Road and Bridge maintenance programs such as concrete replacements, street surface seals, overlays, and reconstructs. Assists in determining the extent of work necessary for each program. Determines the appropriate bid items and quantities for each of these programs. Develops the engineers estimate for each project. Helps in making minor design changes to improve or correct deficiencies.
  • Provides assistance during snow storms with decisions regarding resource allocations and contracted snow removal

Skills, Abilities and Competencies:
  • Knowledge of State and County construction standards and construction specifications related to roadway construction and maintenance and County rights-of-ways.
  • Knowledge of the rules and regulations within the Manual on Uniform Traffic Control Devices (MUTCD).
  • Ability to read, interpret, and evaluate blueprints or plans and profile sheets relating to construction and repair.
  • Ability to operate tools and equipment associated with road inspections.
  • Ability to operate standard office equipment and a variety of computer systems and applications.
  • Ability to communicate effectively, both orally and in writing.

Requirements

Education and Experience:

  • High school diploma or GED is required.
  • 3+ years of experience in public works construction is required for the Pavement Maintenance Inspector, and 5+ years of experience in public works construction is required for the Lead Pavement Maintenance Inspector.
  • Previous lead or supervisory experience is preferred for the Lead Pavement Maintenance Inspector.

An equivalent combination of education and work experience that satisfy the requirements of the job may be considered. Supplemental Information

Pre-Employment Additional Requirements:

  • Successful completion of pre-employment background and motor vehicle checks is required.
  • Possession of a valid Colorado Class "R" driver's license or the ability to obtain within two (2) weeks of appointment is required.

WORK ENVIRONMENT:
Work is performed outdoors on construction sites with short periods of time required daily in a standard office environment for job scheduling and records management. Routinely exposed to adverse weather conditions, construction site hazards such as electrical, chemical and fiber exposure, and hazards associated with continually driving from one inspection site to another.

PHYSICAL DEMANDS:
The following are some of the physical demands commonly associated with this position.
  • Spends 60% of the time sitting and 40% of the time either upright or walking.
  • Occasionally lifts, carries, pulls or pushes up to 40 lbs.
  • Uses cart, dolly, or other equipment to carry in excess of 40 lbs.
  • Approx. 30%-50% of time climbs, stoops, kneels, balances, reaches, crawls and crouches while performing work duties.
  • Verbal and auditory capacity enabling interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Visual capacity enabling constant use of computer or other work-related equipment.

Definitions:
Occasionally: Activity exists less than 1/3 of the time.
Frequently: Activity exists between 1/3 and 2/3 of the time.
Constantly: Activity exists more than 2/3 of the time.
