This position manages the Personal Property Tax Relief Act (PPTRA) compliance program, ensuring taxpayers comply with state and federal regulations. Collaborates with internal and external agencies to access electronic tax return files and issue non-compliance notification letters to taxpayers. Supports the team responsible for evaluating and determining tax liability and exemption eligibility for active-duty military personnel and diplomats based on their legal domicile and diplomatic status. Ensures compliance with the Servicemembers Civil Relief Act (SCRA) and applicable local tax codes. Oversees personal property tax exemptions, including those for foreign military personnel and non-profit organizations, and conducts regular audits to confirm taxpayer eligibility for granted exemptions. Manages the intake, sorting, and distribution of incoming and outgoing mail, verifying that physical and electronic documents are properly scanned, indexed, stored, and routed to the correct divisions. Oversees document retention and destruction protocols in accordance with state and local records management regulations. Collaborates with senior management to develop strategies that enhance team performance and achieve organizational goals. Provides supervision and mentorship to administrative staff, including handling hiring, training, performance evaluations, and disciplinary actions. Oversees team performance, monitors productivity, and ensures compliance with departmental standards and other duties assigned. Works under the direct supervision of the section manager.

- Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
- May supervise administrative and paraprofessional staff;
- Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
- Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
- Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
- Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
- Serves as the point-person and liaison within the department and with central county
- departments regarding a designated program and functional areas of responsibility;
- Prepares reports and presentations of analysis and findings.

- Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data;
- Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.
CERTIFICATES AND LICENSES REQUIRED: None.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Two years of experience supervising, training, and coaching administrative staff.
- Four years of direct customer service experience via telephone, email, or in person.
- Four years of experience providing administrative support in at least one functional area.
- Four or more years of experience working with Personal Property Tax systems.
- Knowledge and understanding of state codes, county ordinances, and requirements related to personal property tax assessment.
- Strong decision-making and organizational skills, with the ability to troubleshoot issues effectively. Must be able to communicate clearly and concisely, both orally and in writing.
- Experience reviewing and interpreting documents and tax records.
- Excellent organizational, analytical, and problem-solving abilities.
- Ability to establish and maintain effective relationships with both internal and external stakeholders.
- Intermediate proficiency in Microsoft Office programs, including Word and Excel.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature. Visual acuity is required to read data on computer monitor. Ability to operate keyboard driven equipment; communicate with others; and complete light duty lifting. All duties performed with or without reasonable accommodations.
