This position provides essential support for accounts payable and procurement activities and reconciliation of financial transactions, working under the general supervision of Financial Specialist I. Specific duties include reviewing, analyzing, and processing accounts payable and procurement transactions and documentation, such as invoices, purchase requisitions, shopping carts and purchase orders, and journal entries. Performs monthly reconciliations of financial transactions, including pcard transactions. Provides efficient and effective support in these areas to departmental staff to include communication with vendors to resolve issues.
Note: The assigned functional areas of this position are general administrative support, fiscal administration, accounting, and/or purchasing.

Required Knowledge Skills and Abilities

Interpersonal Abilities Ability to establish and maintain effective working relationships with both external and internal contacts. Purchasing and Accounting Ability to perform data entry into Purchasing/Logistics Enterprise Resource Planning systems and/or Financial Enterprise Resource Planning systems in at least five functions.

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience and training equivalent to high school graduation and three years of experience providing administrative support in the assigned functional area(s).
CERTIFICATES AND LICENSES REQUIRED:
- Cardiopulmonary Resuscitation - CPR (required within 60 days)
- AED (required within 60 days of hire)
PREFERRED QUALIFICATIONS:
- Four or more years of experience providing fiscal support in a public sector or community health setting.
- Knowledge of basic accounting principles and procurement practices, policies, and procedures.
- Working knowledge and experience in accounts payable, public procurement, reconciliation of financial transactions, reconciliation of purchase card (pcard) transactions.
- Must have a high level of integrity and discretion in handling confidential information.
- Excellent customer service skills with the ability to interact in a friendly, service-oriented and professional manner with internal and external customers.
- Ability to work independently and in a team environment, be proactive, exercise good judgment, and use critical thinking skills.
- Detail oriented and capable of resolving issues/concerns in a prompt and professional manner.
- Ability to effectively communicate, both orally and in writing.
- Must have the ability to manage multiple tasks simultaneously.
- Ability to prioritize and complete assignments timely.
- Practical experience using Microsoft Excel.
- Working knowledge of FOCUS Financial and Budget, and/or Procurement modules, a plus.
- Familiarity with funds, cost centers, commitment items, internal orders, and grant codes.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and Child Protective Services Registry check to the satisfaction of the employer
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 pounds occasionally. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer; position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
SELECTION PROCEDURE:
Panel interview and may include a practical exercise.
