ABOUT THIS POSITION: This position supports the Division of Domestic and Sexual Services (DSVS). This is is a leadership position responsible for leading and managing advocacy services and partnership development for DSVS. Under general guidance of the DSVS Director, performs the following duties and responsibilities:
- Leads and manages the Domestic Violence Action Center (DVAC)
- Supervises and evaluates the advocacy services supervisor and team to include processing staff concerns; conducting interviews and making hiring recommendations; establishing standards for quality work; resolving employee discipline and other supervisory issues; completing and authorizing performance evaluation
- Develops and ensures implementation of administrative and operational processes, performance expectations, and policies and procedures for advocacy services
- Expands advocacy services to improve community access to services
- Ensures compliance with applicable federal, e.g., Violence Against Women Act, state, and county laws and regulations
- Monitors grant programmatic deliverables and financial conditions for accuracy and alignment
- Oversees grant writing and reporting to ensure goals, objectives, and compliance requirements are met.
- Anticipates, plans, identifies, and pursues new opportunities to support advocacy and DVAC project goals
- Builds and sustains strong relationships with community-based organizations, faith groups, law enforcement, legal services, and the courts etc. in alignment with DSVS strategic priorities.
- Recruits partners to expand relationships beyond the Human Services, Domestic Violence, and non-profit communities
- Collaborates with staff from county agencies and community-based organizations to facilitate partnerships to address domestic and sexual violence, human trafficking and stalking related issues and needs
- Identifies and sustains in-kind staffing and financial resources to leverage and enhance service delivery
- Represents DVAC on relevant community groups, committees, and taskforces to include activities such as delivering presentations to the community about services at DVAC, responding to requests for information, and participating in outreach events
- Provides coverage for 24-hour crisis lines, on a rotational basis, and is available to staff after hours, including evenings and weekends
- Performs other duties as assigned to carry out the mission of DFS and DSVS
KNOWLEDGE, SKILLS AND ABILITIES: The appointee for this position must have the following knowledge, skills, and abilities (KSA):
- Ability to plan and direct the activities of a large group of human services professionals;
- Ability to work successfully with other managers for strategic planning, to develop common outcome measures, and to share responsibility for achieving goals;
- Ability to successfully work with community leaders, community-based, non-profit and governmental organizations including legal services, law enforcement, and the courts;
- Ability to navigate through and make decisions in stressful and crisis situations;

ILLUSTRATIVE DUTIES:
- Provides leadership and oversight of human services programs and/or activities;
- Provides managerial direction and guidance to supervisors in the delivery of services in such a manner as to carry out agency goals in accordance with policies and mandates;
- Develops and provides oversight of program goals and work plans and assures the quality provision of services;
- Leads in the planning, development, implementation and evaluation of program policies and procedures;
- Interprets and implements federal, state, county and department policies and procedures;
- Ensures quality business practices in program implementation and service delivery;
- Provides oversight to evaluation of service delivery and program satisfaction surveys;
- Continually evaluates and improves program effectiveness;
- Seeks and shares information about national, state and local initiatives for application to the program;
- Engages community members in identifying issues and seeking solutions through prevention strategies, capacity building, resource development, and partnering;
- Establishes and maintains relationships and partnerships with community organizations and other human service agencies;
- Develops and maintains knowledge of community needs and assists with the development and delivery of services to meet identified needs;
- Manages the program budget to ensure effective use of agency resources to achieve program outcomes;
- Develops program outcome measures and the program budget;
- Monitors program expenditures and performance measures and recommends adjustments or modifications to assist with achievement of desired outcomes;
- Oversees service delivery, budget/expenditures, and evaluation of services funded through grants;
- Monitors service delivery, expenditures and outcomes provided through contracted services;
- Works in collaboration with other department managers to coordinate program development, agency goals and services designed to meet client and community needs and to ensure quality customer service;
- Develops and maintains an appropriately balanced and culturally diverse staff assuring responsiveness to the diversity of the client population and the community;
- Plans and implements, in coordination with other managers, a continuing, structured staff development program;
- Provides opportunities for staff initiative and development;
- Supports and improves ability of program staff to provide services by employing strategies to access needed resources, changing or establishing policies and procedures, and raising issues to senior management for decisions or approvals;
- Stays current on the use of technology to improve program management and service delivery.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in social services or human services, or with major course work in a specialty that confers within a community-based service delivery setting (for example, child development and family studies, education, public administration, recreation), or other related field; plus five years of professional experience in the social services, human services, or other community-based service delivery service or setting; two of which included supervising professional staff. A master's degree in an appropriate field may be substituted for one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.
This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).
PREFERRED QUALIFICATIONS:
- Juris Doctor (JD) or master's degree in public administration, social work, criminal justice, or related fields
- At least five (5) years of experience working in the victim advocacy field
- At least five (5) years of experience with oversight for grant funded projects to include grant writing and reporting experience
- At least five (5) years of solid program management and supervisory experience
- At least five (5) years of demonstrated strong background in working in coordinated community response model for domestic and sexual violence
- Experience developing and evaluating outcomes and assuring compliance with funding and regulatory statutes
- At least three (3) years of experience in any of the following areas: Supporting/leading best practices to reduce interpersonal violence in communities, Budgetary and contracts management, Implementing organized processes for reviewing and monitoring data and reports, Implementing staff development strategies, Leadership in local and statewide collaborative work, Developing and implementing policies and practices, Assuring adherence to regulatory and accrediting bodies, Developing, monitoring, and reporting on local, state, and federal grants, Data management and reporting, Process improvement, Monitoring and evaluating outcome and performance measures within the context of equity.
PHYSICAL REQUIREMENTS:
Must be able to transport self to different worksites and locations, as needed. Ability to communicate clearly and concisely both orally and in writing. Ability to use automated technology. All duties performed with or without reasonable accommodation.
