Job Description Summary:

The Housing Manager provides administrative and operational leadership for The Center for Family Safety and Healing's (TCFSH) housing services and co-leads the Victim Coordinated Entry Process. This role is responsible for the design, implementation, and ongoing operation of housing initiatives, as well as coordinating access to housing services, including all HUD-funded projects within the continuum of care. i.e., PSH and RRH. The goal is to expand housing options for survivors, reduce barriers, and provide supportive services that promote safety, healing, and long-term housing stability for domestic violence survivors in Franklin County.

Essential Functions:

Program Development & Implementation

  • Develop program design, policies, and procedures for housing program within TCFSH.
    • Collaborate with CSB partners to maximize the use of all of housing projects in the continuum of care.
    • Work with the Continuum of Care (CoC) and CSB to implement and sustain a Victim Coordinated Entry system, ensuring streamlined, timely, and equitable access to housing and shelter resources for those fleeing domestic violence.
    • Conduct local needs assessments to inform program design and manage the systems functions and processes to promote equitable, effective, and efficient referrals that lead to stable housing placements.
    • Build partnerships with landlords, property managers, and housing authorities to secure affordable housing units.
    • Develop housing program policies for eligibility, assistance duration, rental assistance parameters, and service levels.
    • Establish benchmarks and evaluation metrics to measure program outcomes and service quality.
    • Implement systems for data collection and analysis in alignment with HUD and funder requirements.
  • Manage TCFSH's housing team to deliver high-quality, trauma-informed housing and supportive services to survivors.
    • Support operations in collaboration with the Intake team to ensure efficient call triage, timely crisis response, and connection to housing or advocacy services.
    • Develop, implement and manage education strategy for the Housing Program.
    • Build relationships with community stakeholders to promote program awareness and increase referral sources.
    • Engage in advocacy efforts that support housing stability, affordability, and survivor-centered services.
    • Foster cross-agency collaboration to provide comprehensive support to survivors, including mental health, legal, and employment resources.
  • Oversee quality assurance and compliance
    • Ensure program compliance with timely and documentation and conduct regular audits.
    • Ensure secure storage of client records to meet confidentiality, agency, and HUD compliance standards.
    • Maintain program data and statistics for internal and external analysis and reporting purposes.
  • Stakeholder Engagement
    • Manage the Coordinated Entry Committee comprised of people with lived experience, homelessness service providers, government entities, and others with practice area expertise, to assist with planning, implementation, service delivery, and continuous system-level homelessness improvements.
    • Engage relevant stakeholder groups in an ongoing way to drive continuous improvement and design efforts for projects of oversight.
    • Attend and facilitate relevant meetings with community-based organizations, other government agencies, and partners, broadly to support informed design, resource building, and resource sharing.

Skills:

  • General knowledge of the intersections between family violence, homelessness, child welfare, criminal justice, and healthcare systems and advocacy interventions to respond to survivors presenting with housing needs.
  • Excellent written and verbal communication skills with ability to respond to a wide range of inquiries (in person, phone and email) in a timely, independent, and comprehensive manner.
  • Outstanding interpersonal skills and ability to interact effectively with partner and leaders within TCFSH including continuous collaboration and communication with stakeholders.
  • Capacity to draft and interpret policies and protocols.

Experience:

  • At least 6 to 8 years of experience in housing, homelessness, or closely related field with at least 2 years of experience overseeing programs. Relationships within the housing/homeless service delivery system in Franklin County preferred.
  • Demonstrated experience and knowledge in public policy and housing programming including trends, complex local and state-wide systems, housing regulations, economic justice, and representing and involving diverse constitute opinions.
  • Experience with data systems and grant compliance reporting.
  • Experience with Microsoft Office products (Word, Excel, Outlook, and PowerPoint).
