Essential Job Duties
Campus Planning and Strategic Investment at NC State plays a vital role in optimizing the design and use of campus land, buildings, and infrastructure to support the university's mission. Through collaboration and data-driven analysis, the team ensures financial and environmental stewardship while planning for both current and future needs.
As our next Land Planner, you'll help translate NC State's strategic vision into the physical spaces that bring it to life. This position offers the opportunity to influence how our campus grows- developing innovative and sustainable solutions that enhance the student experience, foster community, and advance the university's long-term goals.

Key responsibilities and duties include, but are not limited to:

  • Develop physical facilities planning and design strategies for exterior campus spaces

  • Conduct comparative studies and facility program analyses to guide project decisions

  • Identify and develop project alternatives that align with university goals and sustainability priorities
  • Recommend actions that support the implementation of NC State's Physical Master Plan, with an emphasis on exterior space and site design
  • Prepare feasibility studies and physical development plans for campus components such as stormwater management, infrastructure, transportation systems, and pedestrian access

  • Collaborate with campus design professionals to ensure alignment with long-range planning objectives
  • Evaluate the social, economic, and environmental impacts of proposed development projects
  • Analyze programmatic requirements and align designs with site and budget constraints
  • Evaluate consultant design proposals and produce actionable design solutions
  • Develop project outlines, cost estimates, timelines, and planning strategies
  • Provide guidance to consultants and internal stakeholders during planning and design review

Other Responsibilities

  • Anticipate issues and formulate options to resolve them
  • Manage and prioritize multiple projects
  • Use goals to guide actions and create detailed action plans

Qualifications






Minimum Education and Experience
Education

  • Bachelor's Degree in the Engineering discipline related to the area of assignment; or and equivalent combination of training and experience.
  • Licensure as a Professional Engineer by the North Carolina Board of Examiners for Engineers and Surveyors, or as a Landscape Architect by the North Carolina Board of Landscape Architects


Experience

  • Knowledge and application of NC building codes and relevant laws
  • Understanding of building design and construction from site analysis to project closeout
  • Experience with civil, landscape architectural, and utility systems
  • Proven administrative and project management experience including permitting, specifications, and customer service
  • Applied knowledge across design, engineering, public safety, technology, and legal compliance
  • Extensive understanding of strategic/master planning, leadership, resource allocation, and community standards

Other Required Qualifications

  • Communicate effectively through written, verbal, and visual methods across varied audiences
  • Lead stakeholder meetings, establish expectations, and document project processes
  • Use AutoCAD, Civil 3D, and other design software for infrastructure planning and documentation

Preferred Qualifications

  • Experience presenting complex project materials to advisory committees or large public groups
  • Knowledge of mechanical systems including HVAC, plumbing, and their diagnostics
  • Expertise in using project management software and test equipment
  • Proven ability to manage and organize large datasets across formats and platforms
  • Demonstrated ability to advise on strategic planning and institutional development
  • Experience revising internal policy and procedures to align with evolving university goals
  • Effective collaboration with senior leadership, contractors, and external stakeholders
  • Ability to troubleshoot infrastructure systems (stormwater, streets, etc.) using planning and design tools
  • Expertise to prepare design plans and schedules for informal (small) projects

Required License(s) or Certification(s)

  • Valid North Carolina Driver's License (or the ability to obtain one within 60 days of hire)
  • Licensure as a Professional Engineer by the North Carolina Board of Examiners for Engineers and Surveyors, or as a Landscape Architect by the North Carolina Board of Landscape Architects
