Overview

Johnson County, Kansas Government is seeking a creative, collaborative, and innovative professional to serve as the Human Resources Business Partner Team Lead (Manager IV). The Human Resources Business Partner (HRBP) Team Lead works collaboratively with executive management to provide leadership, direction and expert guidance to a team of HR professionals serving a defined portfolio of Departments/Agencies/Offices (DAOs), ensuring strategic, consistent, high-quality HR consultation to ensure organizational effectiveness and DAO operational outcomes aligned with people initiatives across the organization. This role functions in an on-site work schedule with at least 4 days in office.

First review of candidates will begin on October 29th. Position will remain open until filled.



Job Description

Key Responsibilities:

* Supervises, mentors, and develops a high-performing team of Senior HR Business Partners and HR Business Partners, providing guidance, coaching, and support for their professional growth.
* Collaborates with other HR staff, including Cemter's of Excellence (
COEs,) to ensure integrated and consistent HR service delivery.
* Serves as a role model for other HR team members with regards to participation in team meetings, training sessions, and professional development opportunities.
* In collaboration with HR leadership, leads and sets the strategic direction for the HR Business Partner function, ensuring alignment with overall business strategy and goals.
* Functions as the liaison between Centers of Excellence and DAOs, ensuring consistent and seamless delivery of services including employee relations, talent acquisition, performance management, classification and compensation, and compliance.
* Serves as the primary point of contact for DAO leadership on people strategies, providing expert advice and recommendations on complex HR issues in coordination with HR Centers of Excellence (COE).
* Collaborates with DAO and senior leadership to assess HR needs and implements strategic initiatives to optimize organizational performance.
* Serves as a change agent, supporting DAOs through organizational changes and helping to communicate and manage the impacts of HR programs and policy updates.
* Provides advanced guidance and leadership to DAO supervisors and leaders on conflict resolution, workplace behavior expectations, and employee engagement practices.
* Champions the implementation of new and existing HR policies and County initiatives, ensuring robust communication and consistent application across assigned DAOs.
* Monitors DAO compliance with employment laws, and County standards, addressing and mitigating compliance risks as they arise.
* Serves as a resource to DAOs during audits, compliance reviews, or policy updates.
* Identifies and anticipates organizational trends through data-driven analysis and present actionable insights and strategic recommendations to HR and DAO leadership.
* Provides mentorship and technical support to HR Business Partners.
* Collaborates with other HR staff, including COEs, to ensure integrated and consistent HR service delivery.
* Serves as a role model for other HR team members with regards to participation in team meetings, training sessions, and professional development opportunities.
* Represents the HR department in department-specific committees, work groups, or special projects, as assigned



Job Requirements

Bachelor's degree in Human Resources, Industrial/Organizational Psychology, Business Administration or a relevant field and eight (8) years of progressively responsible experience in Human Resources at a professional level, including a minimum of two (2) years leading, directing, and supervising the work of others are required.

Professional HR Certification (SHRM-SCP, SPHR) or the willingness to obtain within 12 months of hire.

Master's degree in Human Resources, Industrial/Organizational Psychology, Business Administration or a relevant field is preferred.

Previous public sector experience encouraged but not required.

Education can substitute for experience; experience can substitute for education.
