Job Summary

This is professional and administrative work in the management of building construction projects for the University. Responsible for authorizing and monitoring the work of architectural and engineering consultants and contractors engaged in the design and construction of a variety of university buildings and related facilities. Manages various projects through all phases of development, including planning, consultant(s) selection, design management, selection of contractor, construction management, inspection
and warranty administration.

  • Manages building construction projects for the University. Coordinates the complete production of assigned projects, from programming, design, bid, construction observation, completion, to warranty inspection. Works directly with university donors regarding the coordination of grants and applications to University Construction projects. Schedules amounts to be assigned to specific contracts based on donor's requests and applicability of Florida Statutes. Authorizes and monitors the work of architectural and engineering consultants and contractors engaged in the design and construction of a variety of complex buildings and related facilities. Responsibilities include the execution/management of several projects simultaneously in various phases of development including planning, consultant selection, design, selection of contractor, construction management, inspection and warranty administration.
  • Provides in house expertise on architectural matters by assisting peers in evaluating alternative design and construction solutions and review of plans and specifications prepared by outside consultants.

  • Directs activities and development of programs concerned with construction activity.
  • Maintains extensive internal and external contact with all levels of the University, architects, and public officials and agencies related to the development of facility planning and construction. Coordinates with local planning agencies and involvement in local community development as it affects university campus construction projects.
  • Assists consultants and University officials in the development of complex and difficult building construction projects. Issues work orders to consultants, surveyors and testing labs. Reviews and verifies consultant's invoices and approves payments. Reviews consultant plans and specifications at various stages of development for conformance to budget funding, program and design standards, completeness and accuracy. Suggests changes, additions and corrections. Monitors consultant's cost estimates. Schedules, attends and writes/monitors reports of meetings with consultants and University representatives.
  • Coordinates the development of building construction projects with University Faculty or staff that will occupy the structure. Develops conceptual plan which resolves conflicts between University schools or Colleges or administrative staff over space allocations. Advises the proper administrative area responsible to resolve conflicts with individual University schools, Colleges or departments over budgetary costs and relative space that would be provided. Resolves conflicts between consultant's plans and plans of the building occupants.
  • Coordinates bid advertisements, printing and distribution of plans and specifications to bidders. Schedules and conducts pre-bid conferences with contractors and consultants on complex building construction projects. Evaluates bids and makes recommendations for award of contract. Attends pre-bid conferences.
  • Coordinates signing of contracts with contractors. Schedules and coordinates/conducts pre-construction meetings with consultants, contractors and sub-contractors.
  • Initiates approval to appropriate organizations, OCP/Purchasing, Notice to Proceed to contractors, and work orders to consultants and testing labs. Reviews and recommends for approval periodic requisitions, invoices and supporting data from contractors, consultants and testing labs. Reviews field inspection reports.
  • Monitors building construction progress. Keeps occupants informed. Prepares/reviews change orders to contract. Keeps records of contingency allowance and vendor.
  • Inspect projects for substantial completion and prepares list of any deficiencies.
  • Programs, designs, and bids construction and implements all aspects of construction projects assigned by the Director and the Assistant Director of Facilities construction.
  • Provides design and construction documents by the media prescribed by the Director and the Assistant Director, Facilities construction, either by hand or computer aided design. (CAD).
  • Coordinates correction of defects by contractor during warranty period. Schedules and conducts inspection at end of warranty period and assures corrections of defects. Recommends final acceptance on behalf of the University.
  • Performs damage assessments of university buildings and facilities in support of disaster recovery operations. Photographs and document building and infrastructure damage in university databases. Coordinates with consultants and contractors in the development of damage repairs projects and provide initial costs estimates. provide damage repair projects budgets and documentation to university officials, external consultant, and government agencies.
  • Provide guidance to in-house maintenance staff in the repair or upgrade of university equipment service by facilities operations.


Minimum Qualifications

Bachelor's degree in Architecture, Engineering, Building Construction, or a State of Florida General Contractor's License and eight (8) years of experience, or a Master's degree and five (5) years of experience.



Desired Qualifications

Preferred professional registration in the State of Florida as an Architect, Professional Engineer or General Contractor.
