Positions with a designated work location in New York City, Nassau, Rockland, Suffolk, or Westchester Counties will receive a $4,000 annual downstate adjustment (pro-rated for part-time positions).

Job Description:

Responsibilities

The New York State Department of Health, AIDS Institute has established eight Uninsured Care Programs, of which some of these programs have the most comprehensive drug and service coverage in the country. The programs provide access to medical services and medications for all New York State residents with or at risk of acquiring HIV/AIDS. The programs bridge the gap between Medicaid coverage and private insurance and serve as a transition to Medicaid by providing interim assistance to individuals eligible for but not yet enrolled in Medicaid or assistance in meeting spend-down requirements.

The Program Manager I will be located within the AIDS Institute's Office of Uninsured Care Programs (UCP).

The incumbent will manage and oversee program planning, design, implementation, and evaluation, including participating in recommendations regarding resource allocation; participating in policy formulation related to UCP provider enrollment and services and ensuring that activities align with UCP and AIDS Institute priorities. The position will represent the Office and the AIDS Institute; and supervise staff. The incumbent will also be responsible for the oversight of deliverables; program planning; managing the development of written documents; management of other appropriate related duties.

Minimum Qualifications
A bachelor's degree in a related field and five years of experience in the management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an associate's degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff and program management. A master's degree in a related field may substitute for one year of experience.

Preferred Qualifications

  • Experience managing federal grants or other government funding;

  • Experience providing technical assistance and guidance around auditing of non-profit organizations;

  • Experience working on contracts and budgets.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will not be available.
