GENERAL FUNCTION

The Senior Manager, Legislative Strategy will monitor and track introduced federal and state legislation while identifying internal impacts, crafting proactive talking points and messaging around these key provisions and policies to define EyeMed's position. This position is a unique blend of advocacy, project management, communications, relationship building, and policy analysis.

MAJOR DUTIES AND RESPONSIBILITIES

Monitor and track legislation:



  • Tracks and analyzes relevant introduced federal and state legislation, regulations, and policies.
  • Develops ongoing dashboards and coordinates regular cadence of policy read-outs, ensuring tracking mechanisms are current and up-to-date.
  • Manages internal review and alignment of key bills and policies, proactively engaging with internal constituents to push for progress and resolution of items where necessary.
  • Frequently works cross-functionally with subject matter experts to understand legislative impacts within each function.
  • Anticipates potential policy challenges and opportunities for the organization.


Develop policy strategies and cultivate key relationships:



  • Creates and executes strategies to advance the organization's position and policy objectives in-market, mitigating potential risks.
  • Cultivates strong relationships with health plan partners, clients, and associations to collaborate, develop joint impact analysis & policy strategies, reinforce & advance our position.
  • Serves as day-to-day contact for national nonprofit advocacy organization.


Lead storytelling and advocacy efforts:



  • Crafts proactive talking points and messaging around key provisions for introduced federal and state legislation, regulations, and policies.
  • Develops stakeholder communications, legislative updates, and executive correspondence, effectively articulating the organization's position.
  • Creates advocacy campaigns and coalition-building initiatives, often in collaboration with partners and clients.
  • Conducts surveys, research or other fact-finding initiative to track down information to support our position on key policies.


BASIC QUALIFICATIONS



  • Bachelor's degree in Public Policy, Communications, or related field, or equivalent work experience
  • 6+ years experience in relevant government relations, public affairs, advocacy communications, or a related field
  • Demonstrated experience in leading advocacy campaigns and policy communications strategies.
  • Excellent communication skills, including the ability to effectively articulate complex ideas and influence decision-makers.
  • Ability to build and maintain relationships with health plans and clients.
  • Demonstrated ability to work collaboratively and effectively with cross-functional teams


PREFERRED QUALIFICATIONS



  • Proven experience in developing and implementing successful government affairs strategies.
  • In-depth knowledge of legislative processes and regulatory environments.
  • Experience working in healthcare, insurance or other highly regulated industries


Employee pay is determined by multiple factors, including geography, experience, qualifications, skills and local minimum wage requirements.
