Valiant is looking for a Program Analyst to join our team! This position is a full time Exempt (salary) position, supporting the ARNG Mission Command Training Support Program (MCTSP). The Program Analyst provides business operations and human resource support for the MTC Site Manager.

RESPONSIBILITIES AND DUTIES:



  • Manage Valiant Travel Requests and book travel in accordance with travel policy guidelines, to include determining if Exception to Policy (EtP) requests are required. Review EtP requests for compliance, create and track progress in the MIS, and ensure Government approval.
  • Functions as the primary Point of Contact for travel related guidance, training, and coordination.
  • Available after regular working hours during execution of training events to coordinate any changes in travel due to changed mission requirements, family emergencies, weather, etc.
  • Trains new associates on the MIS, travel policies, and procedures.
  • Interfaces with the travel management service provider for all travel changes, missing or inaccurate receipts, and any uncommon situations not able to be addressed within the travel booking system.
  • Conducts regular and thorough review of travel and associated data for scheduled travel, identifying missing travel, and verifying estimated and planned travel costs are correct and recorded in the MIS for all Valiant associates and subcontractor teammates.
  • Audits all Valiant associate expense reports ensuring they are complete, accurate, and compliant with travel policy. Coordinates with travelers to correct any errors before providing first-level approval and updating the cost data in the MIS.
  • Reviews subcontractor's invoices to verify accuracy, compliance with travel regulations/policies, and supporting documentation. Coordinates with the subcontractor to correct any errors.
  • Onboards new hires, ensuring they receive and complete all onboarding requirements promptly.
  • Processes resignations and ensures associates complete required exit tasks and checklists.
  • Completes Personnel Add/Change forms as required.
  • Serves as the MTC Point of Contact for People Resource issues and concerns to include pay and benefits. Assist with resolution and track status.
  • Coordinates with Site Manager and Operations Manager to ensure accuracy of all MIS data.
  • Reports to the MTC Site Manager. Routinely coordinates with the MCTSP Business Operations and Personnel and Communications managers.
  • Other duties as assigned.

QUALIFICATIONS:



  • Experience in program support including Human Resources (HR) administration, scheduling and operations support.
  • Experience with preparing and maintaining budgets, including cost and performance reporting, invoicing, record keeping, cost control, forecasting future costs and overtime requirements.
  • Familiar with the Joint Travel Regulation (JTR) and Federal Travel Regulation (FTR). Experience with travel booking and accounting.


EDUCATION REQUIREMENTS:

AS/AA with eight (8) years' experience, BA/BS with 5 years' experience (Preferred), subject immaterial.

ADDITIONAL REQUIREMENTS:

Must be able to obtain andmaintaina security clearance and meet other eligibility requirements for access to classified information.

WORKING CONDITIONS:

Position: Office environment, occasionally outdoors. Occasional exposure to natural conditions existing at different locationsaround the US.

Work Week: Monday-Friday (may vary based on mission requirements)

Work Hours: 0800 - 1700 (may vary based on mission requirements)

Overtime: As Required

Travel:As Required

PHYSICAL REQUIREMENTS: Physical requirements may include, but are not limited to, lifting, ascending, and descending stairs, climbing, extended sitting or standing, to various degrees.
