Position Overview

Position Summary:Under the direct supervision of the Public Safety Support Specialist and the general oversight of the Chief of Police / Director of Public Safety (Chief of Police), serve as a telecommunicator and records technician for the ENMU Department of Public Safety. This position encompasses several roles and responsibilities that would normally be divided between divisions (i.e., records division and dispatch) in a traditional public safety organization (.i.e., police department).

This telecommunicator and records technician will collect, organize, maintain, store, and distribute (where authorized and applicable) physical and digital records for the department while ensuring information is accurate, secure, and accessible to authorized users. The position will require certified use of the department's telecommunications systems over Federal Communications Commission (FCC) licensed channels during regular business hours, as scheduled, and during assigned special events. The position also plays a critical role in administrative responsibilities related to emergency notifications and communication during critical incidents and will have access to both surveillance and access control technologies.

Work involves considerable contact with the public both in adversarial and non-adversarial situations. This position requires a minimum of forty hours per week and consistency in operations. Work will include overtime related to weekends, holidays, special events, and/or call outs.


Requirements

Minimum Job Requirements: The applicant must possess the following minimum job requirements.

  • Must have one (1) year of experience related to data entry, records management and/or telecommunications (dispatcher).
  • Must successfully complete an in-depth pre-employment screening and background investigation (Alternative sources will be utilized).
  • Must be absent of adverse and/or substantiated disciplinary action by the New Mexico Law Enforcement Academy Board.
  • Must be able to successfully complete the State of New Mexico Telecommunicator Academy within one year of employment.
  • Must hold and maintain a valid and current New Mexico driver's license or must be able to obtain a New Mexico driver's license within 30 days of employment.
  • Must be able to pass rigid drug screening requirements.

Bona Fide Occupational Qualifications (29-7C-3 NMSA 1978):

  • Must be a citizen or legal resident of the United States.
  • Must be at least 18 years of age.
  • Must hold a high school diploma or high school equivalency credential from an accredited institution.
  • Must not have been convicted of or pled guilty to or entered a plea of nolo contendere to any felony charge or to any violation of any federal or state law or local ordinance relating to aggravated assault, theft or law involving moral turpitude.
  • Must not have been released or discharged from the any of the armed forces of the United States under dishonorable conditions.
  • Must be free of any physical, emotional, or mental condition that might adversely affect his or her performance.
  • Must be of good moral character.

Preferred Job Qualifications

  • Currently possesses a valid and current New Mexico Telecommunicator Certification.
  • Currently possesses or is working toward an associate's degree or greater in higher education.
  • Bilingual abilities in both Spanish/English.
  • Currently reside within Roosevelt County New Mexico

Duties and Responsibilities:

  • Serves as a direct report to the Public Safety Support Specialist.
  • Operation and maintenance of telephones, radios, computers, and communications equipment associated with public safety communications.
  • Operation of several records management systems through multi-faceted and systematic processes.
  • Provides digital fingerprinting services.
  • Interprets, explains, and ensures compliance with all applicable laws, rules, regulations, standards, safety practices, policies, and procedures.
  • Work special events on an as needed basis. Special events include, but are not limited to athletic events, commencement, and student activities.
  • Classified as a Campus Security Authority (CSA) with mandatory reporting requirements as outlined in the Clery Act.
  • Maintain active, working knowledge of departmental rules, policies, procedures, and developments in the law that applies to the position.
  • Keep the Public Safety Support Specialist promptly briefed on policy matters, potential liability issues, and issues that could both negatively or positively impact the department or educational institution.
  • Adhere to all lawful directives received from the Public Safety Support Specialist or Chief of Police.
  • Analyze complex public safety problems and situations and adopt quick, effective, and reasonable courses of action.
  • Assure visitors are greeted and directed, and when appropriate, resolve routine problems and answer inquiries concerning activities and operation of the department.
  • Monitor the acceptance, screening and routing of telephone calls, and maintain a log of records of call as required.
  • Handle the public courteously and professionally to establish and maintain satisfactory public relations.
  • Ensure proper handling and storage of confidential and/or sensitive records.
  • Regular and predictable attendance is required.
  • Perform any other duties as assigned by the Public Safety Support Specialist or Chief of Police.

Knowledge, Abilities, Skills and Other Characteristics:

  • Ideal candidates for this position will be highly motivated, organized, and proactive.
  • Knowledge of the University policies, procedures, and practices.
  • Knowledge of the New Mexico State Statutes and Federal Law.
  • Knowledge of Standard Operating Procedures for the Department of Public Safety.
  • Knowledge of State and Federal Judiciary decisions which impact the practice of records or telecommunications.
  • Knowledge of equipment used in public safety, including but not limited to radios, surveillance technology, alarms, access control, and records management systems.
  • Ability to establish and maintain effective working relationships with local, county, state, and federal agencies, other staff, and the public.
  • Ability to communicate efficiently in writing using business English; i.e., proper grammar, spelling, and punctuation.
  • Ability to verbally communicate effectively and efficiently under pressure.
  • Ability to understand and properly interpret complex statutes, ordinances, regulations, and standards.
  • Ability to analyze serious emergency situations and to adopt quick, effective reasonable courses of action towards all of the situations with a minimum hazard to police personnel and the general public.
  • Ability to communicate using a standard two-way radio system.
  • Knowledge of the name and locations of streets, roads, buildings, and local geography of Eastern New Mexico University and the surrounding area.
  • Knowledge and skill in conflict resolution techniques as well as strong interpersonal communication skills.
  • Skill in evaluating and prioritizing tasks and determining the appropriate response.
  • Ability to accept responsibility for a stressful and difficult job without constant supervision.
  • Ability to keep confidential information/materials from being released, except as allowed.
  • Understand that this position must maintain a high standard of morality including off-duty conduct that might impact the public's perception of a candidate's effectiveness as telecommunicator or records technician in the field of public safety.

Working Conditions

Physical Demands & Functions:

  • Skill in utilizing building security and lock systems and procedures.
  • Ability to sit up to four hours per day with opportunity to stand and/or walk intermittently.
  • Ability to walk up to four hours per day on occasion, with opportunity to sit and/or stand intermittently.
  • Ability to stand up to four hours per day with opportunity to walk and/or sit intermittently.
  • Must be able to bend at waist and twist/rotate waist, kneel, and sit in a dynamic office setting.
  • Ability to carry fifteen pounds intermittently.
  • Ability to perform divided attention tasks.

Working Conditions:

  • Work is primarily performed indoors. Special events may expose the employee to temperature extremes or humid conditions depending upon weather.
  • Employee may work alone with or without direction, may work with one or two other people, and at times may work with a large group of people.
