Qualifications
  • High school diploma/GED.
  • Two (2) years of experience in investigative concepts and techniques; researching and gathering information for use as evidence; or building, housing or zoning inspection work.
Licenses or Certifications
  • Must possess a valid state driver's license and obtain a valid Florida driver's license within thirty (30) days of hire or promotion.
  • Florida Association of Code Enforcement (F.A.C.E.) certification in Fundamentals of Code Enforcement within one (1) year of hire or promotion.
Key Responsibilities
  • Investigates alleged violations of contractor licensing laws to determine if there is substantial evidence to warrant the filing of legal action. Gathers, reviews and interprets documentation related to complaints alleging unlicensed or unpermitted activity. May include conducting job site visits, taking photographs, interviewing complainants/victims, and issuing Stop Work Orders where violations occur. May conduct or oversee mediations between licensed contractors and consumers as a form of informal resolution to filed complaints.
  • Proactively and reactively processes and issues Notices of Violation, Notice to Appear, civil citations for non-compliance, certificates of competency, occupational licensure, certificates of use, proper permitting of signage, and related zoning compliance matters to both the public and private sector in reference to local ordinances, codes, and permits potential hazards to public health and safety.
  • Performs research and investigative work in determining extent of violation and non-compliance, and in preparing cases for judicial process. Attends court cases to testify as directed. Prosecutes cases before the Special Magistrate at Code Enforcement Hearings.
  • Investigates business or construction sites for potential hazards to public health and safety, to verify proper zoning classification concerning specific use, and to ensure proper permitting, to include remodeling, number of employees, square footage, and proper signage; notifies division clerical support of applicable fees.
  • Investigates complaints regarding rights-of-way, sewage, growth obstructions, easements, and initiates towing of inoperable, illegally parked, and/or abandoned vehicles on public or private property.
  • Obtains, correlates, preserves, and identifies evidence, criminal history, and other pertinent records for presentation to various courts and boards.
  • Verifies accuracy and completeness of all data/information received, and researches and provides verification on information requests from department field personnel.
  • Manages VPR (Vacant Property Registration) program for vacant abandoned (foreclosed) properties as assigned; collects fees, enters or scans data in system, conducts research, investigates, and inspects properties as needed. Negotiates settlements where applicable. Responds to inquiries related to VPR from citizens related to properties, and other municipalities assisting in program start-up.
  • Monitors sign program. Physically inspect all new signs for correct location, size, verbiage, and quantity. Works with Planning Division to ensure compliance with Certificates of Use, Zoning Compliance Certificates and Business Tax Receipts.
  • Transfers, transcribes and composes various documentation, i.e., division correspondence, memoranda, various department logs and records in appropriate City system(s), i.e., EnerGov.
  • Performs daily accounting tasks related to work performed, which includes calculating, billing, receiving various fees and payments and balancing daily revenues.
  • Prepares, maintains and/or distributes reports and records regarding activities, which include case files, trip logs, incident reports, warning tickets, citations, affidavits, statements, license reports, and other relevant materials appropriate to assigned unit.
  • Maintains professional contact with other agencies as applicable.
  • Works in conjunction with other departments engaged in various code compliance tasks including fire codes, municipal health and sanitation codes, lot mowing, etc.
  • Assists municipal, state, and federal authorities in matters pertaining to Code violations and licensed or unlicensed contractor investigations.
  • Attends public meetings and seminars and various other meetings with contractors, other departments, and property owners as directed.
  • Attends local community meetings and professional meetings to provide education and information on promoting voluntary compliance with licensing regulations and how to protect oneself from unlicensed contractors. Provides audio/visual presentations as necessary.
  • Performs duties as needed related to Hurricane Preparedness, Emergency Response and Damage Assessment.
  • Uses judgment and tact in explaining regulations to property owners, businesses and attorneys.
  • Provides superior customer service skills and correspondence with citizens who are in violation of city codes; explain corrective measures required to comply with codes or ordinances and provides remedial action alternatives.
  • Demonstrates a polite, helpful, courteous, compassionate and empathetic manner when engaged in activity involving the public.
  • Required to operate a motor vehicle in performance of assigned tasks.
  • Performs other related duties as required.
