Responsibilities
Summary This position is responsible for the operational and financial management of the state wide program in accordance with state and federal laws and regulations, contract requirements, and Company policy. Reports to the Area Manager with close and frequent contact. External customer contact is generally required with midlevel city or county officials. Learns, uses, and models principles of the "What Works" system through evidence-based practices in all interactions with participants and other staff members. Primary Duties and Responsibilities
- Manages and directs all activity in the planning, development, implementation, monitoring, and supervision of the program using principles of the "What Works" system.
- Manages and oversees the budget to ensure operational costs do not exceed the funding allowed and works with the agency to determine if funding adjustments between line items is required.
- Ensures that all qualified staff are utilized to provide services to participants in accordance with allowable counselor-to-program participant staffing ratios.
- Ensures all programs function in a manner that satisfies contractual obligates.
- Generates timely and accurate reports on the status of program operations and communicates to agency personnel.
- Delivers consistent quality of services by developing and maintaining an environment that promotes excellence in all operations.
- Monitors and evaluates all business processes. Develops and implements process improvements to increase efficiency.
- Interviews, hires, and trains employees; plans, assigns, and directs work; appraises performance; addresses complaints and resolves problems.
- Performs other duties as assigned.
Qualifications
Minimum Requirements
- Bachelor's degree in Human Services, Counseling, Psychology, Criminal Justice or related field. Master's Degree preferred.
- Four (4) years of management experience in multi-state operations.
- Previous experience with a correctional population or criminal justice program.
- Valid state driver's license required and access to a vehicle.
- 50% travel required with some work on weekends or evenings required.
- Ability to interact in a professional manner in both individual and group counseling settings.
- Excellent oral and written communication skills.
- Ability to work with a team of professionals and have the ability to implement team strategy approaches to work assignments.

- Possesses a thorough understanding of the Eight Effective Principles of Intervention
- Qualified and equipped to train contractor staff to facilitate all areas of programs specified within the contract.
- Excellent organizational skills and attention to detail.
- Ability to work with computers and the necessary software typically used by the department.
