Building Code Program Support Coordinator

As the Building Code Program Support Coordinator, you will ensure the Airports Authority's construction projects are compliant with the Virginia Uniform Statewide Building Code (V-USBC) and meets safety standards. Manages Building Codes operations and organizational development. Serves as program knowledge and building code process coordinator of construction permitting at both Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD).

Serves in the Building Codes Department, within the Office of Engineering, for the Metropolitan Washington Airports Authority (Airports Authority).

GENERAL RESPONSIBILITIES

Develops and evaluates organizational workflow and processes to ensure workflow compatibility with office goals and objectives.

Reviews and approves technical documents submitted to ensure compliance with various building codes as well as contract approved plans and specifications.Performs detailed plan reviews over multiple disciplines to determine the adequacy of documentation submitted in support of permit applications or amendments. In cases where approval authority rests with the Building Official, the coordinator provides a recommendation to the Building Official regarding the completeness and accuracy of the submittal.

Reviews applications for Airport Work Permit and Construction Permit requirements to ensure completeness and compliance with established application checklist and regulatory requirements.

Establishes and maintains the electronic permitting process.

Assigns permit-related tasks to appropriate department personnel and ensures timely follow-up and completion.

Establishes, maintains, archives, and updates electronic permit files. Manages a reporting and recording system of applications, permits issued, inspection reports, notices and orders, waivers and modifications, and Certificates of Occupancy.

Serves as liaison to the Airports Authority Departments (IT, Concessions, Engineering, Maintenance) regarding permit/inspection compliance, electronic permit platform (iPermit), and construction issues.

Establishes and implements communication procedures with permit applicants, contractors, and Airports Authority partners regarding the permit application process, review comments, and permit status.

Monitors and tracks the status of open permits (projects that have not been closed out) and workflow assignments. Tracks status of new permit applications

Maintains elevator and escalator records/certificates for both Airports.

Utilizes data visualization software and programming to develop and produce building code reports, presentations, and graphics.

Records and manages documentation for Special Inspections, submittals, reports, and close-out letters associated with construction projects.

Researches, compares, and analyzes current and historical data to provide information, answer inquiries, and conduct briefings regarding coordination and oversight of permit processes as necessary.

Maintains knowledge of software developments and works with the Office of Information Technology regarding technical support, development, and procurement of necessary software.

Performs site visits as necessary to verify that construction activities align with approved plans and regulatory requirements.

Serves as a liaison with the Virginia Department of Housing and Community Development (VDHCD) to ensure compliance and coordination on relevant issues.

Maintains and updates the Airports Authority Building Codes Manual as needed to reflect current codes, standards, and internal procedures.

Collects data from department management for special requests and prepares written reports.

Performs other duties as assigned.

QUALIFICATIONS

Three years of experience in reviewing construction plans and specifications or in building code administration.

Knowledge of construction industry standards and practices sufficient to understand and review construction drawings and submittals.

Ability to review and evaluate permit applications, plans, and related documentation for completeness and code compliance.

Ability to conduct minor plan reviews and site visits to assess construction compliance with approved permits.

Expertise in preparing and reviewing documents and information for completeness, accuracy, conformance to standards, and make recommendations.

Expertise using office productivity software to draft documents, prepare and maintain spreadsheets, perform analyses, prepare presentations, prepare reports, communicate via email, conduct Internet research, etc.

Skill in working with customers to ascertain their needs and provide information or service consistent with policies and procedures.

Ability to speak and write effectively.

Skill in using a computer and modern office suite software.

PREFERRED QUALIFICATIONS

Experience utilizing project management systems (e.g. Unifier, Procore, E-Builder).

Experience reading and interpreting construction plans, blueprints, and technical specifications.

Knowledge of applicable building codes, permitting processes, or related regulatory standards.

Experience utilizing Project Management Information System (PMIS) software.

Experience working on major construction projects in the public sector.

Experience working on capital and/or construction projects in an active airport environment.

Intermediate graphic design principles, illustrator, or similar knowledge to develop and produce digital images and or graphics.

Expertise using Bluebeam Revu for document and site management documentation.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

May be exposed to adverse weather conditions and dust/dirt when visiting field work sites, wears personal protective equipment, as needed.

Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service and other factors.

A background security investigation will be required for all new hires.
