Hill International is seeking a Procurement Specialist in Alexandria, VA to undertake activities related to the development of procurement strategies and issuing procurements for one of our clients. This may also include the bid and award phases of the procurement process. This role will be 24 hours a week.


  • Assist in the development of RFP, IFB, and RFQ solicitation documents for design and construction projects
  • Prepare an itemized project quantities list for bidding purposes
  • Attend pre-bid/pre-proposal meetings. Prepare and deliver presentations for said meetings
  • Prepare draft and final responses to Requests for Clarification (RFC) during the solicitation process
  • Prepare draft and final responses to Requests for Information (RFI)
  • Develop commercial and technical provisions in cooperation with client staff from procurement and engineering & construction
  • Prepare detailed Independent Cost Estimates
  • Review and evaluate cost estimates prepared by others relating to design, construction, and construction management to ensure they conform to established guidelines and reflect all project-related costs
  • Assist in preparing Scope of Work documents, specifications, and design development drawings for submission to the assigned Contract Administrator for inclusion in solicitation documents
  • Assist in developing responses to questions from Bidder/Offerors
  • Assist in developing bid tabulations and analyzing proposals, reviewing proposals for reasonableness, performing price and cost analyses and identifying exceptions, deviations and non-conformance to the requirements of the solicitation documents
  • Assist in undertaking tasks related to contract closeouts, including verifying deliverables have been satisfied, reviewing the final invoice and documenting contract files; Conduct/participate in pre-award meetings and site visits
  • Assist in technical reviews of bids and contract implementation as required
  • 3-5 years of experience working with the procurement/contract process administration. Construction procurement experience is preferred
  • Four-year college degree is preferred, consideration for years of procurement experience may apply in lieu of four-year degree
  • Knowledge of professional services and construction contracting methods
  • Understanding of contractual responsibilities and assignment of risk, construction costs, and professional services fee structure
  • Must be knowledgeable in all facets of procurement policy
