The Generation Program Manager I, II, Sr - Verification of Models and Data for Generators and Excitation Systems position supports programmatic strategies for the RRE department that include components that are very complex and overlap in the areas of financial analysis, technical evaluation and operational impacts. The Program Manager is expected to identify opportunities for fleet improvement, assemble appropriate cross-functional teams to develop solutions, and implement the solution once approved by Senior Leadership. The Program Manager will be responsible for the governance, oversight, technical leadership, regulatory guidance, strategic planning, coordination, and implementation within the fleet.

The incumbent must possess the technical acumen to conduct analysis and assess design program details, proficiency in financial or economic analysis to optimize results and recommend adjustment to program initiatives, all in an effort to achieve defined improvement results. The position requires excellent verbal and written communication skills with the ability to lead the preparation of complex reports and presentations.

The position requires a high level of coordination skills as well as the ability to manage complex technical projects involving other departments, outside consultants and industry groups.

This position provides leadership and direction to the NERC compliance program or other Enterprise compliance programs.

This position participates within working groups and taskforce activities representing Duke Energy interests such as NATF, NAGF, EPRI, SERC, NERC, EEI and the compliance industry to acquire and share information on best practices.

The Generation Program Manager I - Verification of Models and Data for Generators and Excitation Systems position is responsible for performing and/or oversight of verification and validation of dynamic models and data for the Regulated and Renewable Energy (RRE) generation fleet. An expert level of knowledge must be maintained for equipment which the model verifications and validations are performed, the tools used for modeling, and the requirements for achieving/maintaining NERC compliance. This position must be able to successfully interface and communicate on complex topics with internal/external Transmission Planners and vendor service providers. This includes models for the generator, excitation system and governor for synchronous units, and models for the facility, Volt/VAR control, and Frequency/Power control, and electromagnetic transient (EMT) for Inverter Based Resources (IBRs). Technical support for generator excitation systems is also provided. The incumbent will establish and maintain expert level knowledge of excitation systems in the fleet. When issues escalate beyond station and regional technical capabilities, consultation to Station System Owners, Excitation System Technicians, Project Managers is provided. The incumbent will own and/or support and maintain associated NERC Reliability Standards, e.g. MOD-026, MOD-027.

Responsibilities
  • Prepare reports, whitepapers, and/or presentations which address technically complex and financially significant issues.

  • Leads the development and scoping of new improvement initiatives across the fleet to maintain compliance with standards and company governance and policies.

  • Manage existing and develop new business relationships with OEMs and other vendors to ensure our business and other needs are being met (such as safety, quality work, good value, financial needs, warranty, etc.).

  • Provide support for RRE stations during audits, assessments, and outage preparation and execution activities. Create tools and templates to perform gap analysis on important programmatic areas and prioritize recommendations that will lead to improvement action plans.

  • Provide governance, oversight, and support to business unit leaders and station management. Participates in industry meetings/conferences to benchmark and advance understanding of best practices in the power generation fleet. Provide routine reporting of program metrics to demonstrate the overall program health and impact on the fleet.

Compliance Program Support
  • Responds to internal and external audit data request and prepares thorough and accurate technical reports.

  • Develops unique technical solutions for new standards and requirements.

  • Leads team on applicable initiatives driven from internal and/or external departments or by regulator mandate.

  • Leads collaboration for complex problem solving and providing leadership between regions for common, repeatable, and accurate solutions, processes, workflows, and job plan instructions.

  • Keeps team and organization informed of pending internal and regulatory changes while providing strategic path forward.

  • Prepares thorough and accurate technical reports, correspondence, documentation, conduct analysis and institutes process enhancements along with standards relative to a corporate level in field of expertise.

  • Records, tracks, and solutions unresolved technical and compliance issues to prevent recurrence.

  • Provides support to individual performers while onsite in the field or remotely.

  • Directly interfaces with internal Business Areas, other utilities, and Subject Matter Experts regarding interfacing compliance related topics.

  • Coaches team to ensure compliance gaps are identified, vetted, reported and solutioned.

  • Develops, maintains, and implements operational compliance training matrices, material, and delivery.

  • Leading or participating within compliance related Causal Analysis by assigning, solutioning, documenting including the closeout of corrective actions.

Project Management
  • Provides technical/organizational leadership to team members for strategic and project related work activities.
  • Ability to lead a large complex project or several small complex projects.

  • Serve as project manager or assists project managers in controlling compliance project funding and expenditures effectively.

  • Serves as lead for implementation of new compliance standards and requirements.

  • Provides leadership visibility to projects through updates and brings actionable recommendations to senior leaders as necessary.

  • Work with project leads to ensure project goals are met and/or issues are escalated, classified, and documented properly.

Liaison to Customers Internal and External to Duke Energy

  • Participates within working groups and taskforce activities representing Duke Energy interests and the compliance industry to acquire and share information on best practices.

  • Serves as a company subject matter expert and interacts with other industry experts to confirm technical approach or to formulate new or revised approach.

  • During regulatory audit periods, meets directly with auditors representing Duke Energy as subject matter expert within the company, demonstrating with confidence Duke Energy Compliance processes, controls, and evidence.

  • Represents team as single point of contact with outside groups who may be requesting, processing solutions, problem solving, data gathering and/or analysis.

  • Provides technical/organizational leadership and expert mentoring to team members and others outside of team for strategic and highly complex work.

Additional Preferred Qualifications

  • Extensive and thorough knowledge of excitation systems from various OEMs

  • Experience with verification and validation of dynamic models and data reporting

  • Experience with Power System Simulation and Modeling software e.g. PSS/E, PSCAD, PPPD

  • Experience with field testing and commissioning excitation systems

  • Experience in performance of activities and creating Generator Owner deliverables for compliance with NERC MOD-026

  • Motivated with strong written and verbal communication skills and demonstrated ability to create complex technical reports on analytic findings and provide briefings to various levels of staff / management

  • Innovative - ability to recognize and seek improvement and efficiency opportunities

Specific Requirements
  • If NERC CIP access is required, a Personal Risk Assessment will need to be completed every 7 years and annual cybersecurity training must be successfully completed as well.

Working Conditions:

  • Virtual Mobility Classification - Work will be performed from a remote location after the onboarding period. However, virtual employees should live within a reasonable commute to a Duke Energy facility.
