As the Simplified Acquisitions, Supply Chain Technology and Compliance Director you will be responsible for the timely, effective procurement of limited dollar value goods and services and will guide and manage contract compliance and supply chain technology for the Airports Authority.

Simplified Acquisitions, Supply Chain Technology and Compliance Director

Serves in the Office of Supply Chain Management at the Headquarters Office.

Directly and through subordinate staff, strategizes, plans, and manages procurement of limited dollar value goods and services and oversees pre-award and post-award contract compliance activities. Manages supply chain management systems, applications and reporting. Develops and implements policies and procedures for assigned areas. Performs related functions.

GENERAL RESPONSIBILITIES

Strategizes, plans, and manages procurement of limited dollar value goods and services primarily utilizing the Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) procurement method, as well as leveraging established contracts competitively procured by other jurisdictions, and sole source procurements in accordance with the Authority's Contracting Manual.

Provides Simplified Procurement advice to Airport Authority Vice Presidents and staff to ensure timely execution of procurements.

Ensures Purchasing Agents and COTRs maintain records on vendors' performance, and customer feedback to ensure satisfactory contract execution.

Guides and monitors the implementation of pre-award and post-award contract compliance activities, including serving as the point of contact for internal and external audits and reviews.

Oversees and enhances the implementation of all supply chain management compliance and reporting responsibilities.

Monitors, develops, and updates standard operating processes, procedures, policies, and training programs following best practices for Supply Chain Management compliance programs to successfully achieve the Office mission.

Manages the Office's technology initiatives and utilization of systems, including the Contract Lifecycle Management system, Supply Chain Management website pages, and related applications.

Ensures technical documentation and training materials are developed and delivered to assist system users.

Coordinates with Airports Authority staff, including procurement personnel and Contracting Officer's Technical Representatives, and contractors to resolve and remediate instances of contractual non-compliance.

Coordinates with the Office of Technology on system enhancements and replacements.

Performs other duties as assigned.

QUALIFICATIONS

Nine years of progressively responsible experience in procurement or business administration, or supply chain management, including responsibility for analysis, negotiations, and resource planning and a bachelor's degree in Supply Chain Management, Contract Management, Business Administration, or related field. A master's degree may substitute for 2 years of experience.

Four of the nine years of experience must include managing a team.

Ability to perform procurement planning at strategic and tactical levels.

Ability to perform detailed analyses of data and information and make recommendations.

Knowledge of supervisory principles and ability to supervise the operations and programs of the unit.

Knowledge of business processes, practices, and controls for procurements and contracts and ability to apply them to oversee supply chain system functions.

Ability to plan, organize and oversee resources in the creation and implementation of supply chain technology programs.

Ability to speak and write effectively, with emphasis on communicating technical issues to nontechnical audiences.

Skill in using a computer and modern office suite software, with emphasis on supply chain systems/software.

PREFERRED QUALIFICATIONS

Certification as a Certified Public Purchasing Officer (CPPO) by the Universal Public Procurement Certification Council or national or federal certification in a recognized procurement certification/credential.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.
