Responsibilities

Responsibilities:

    Coordinates all activities with Contracting officials and program office leadership, ensuring clarity on deliverables, schedules, costs, acceptance criteria, and communications cadence
  • Leads enterprise IT Portfolio Management planning activities, including assessment and audit experience in providing findings, observations, and actionable recommendations
  • Oversee and deliver portfolio, program, and project-level artifacts, leveraging best practices and industry standards, including but not limited to the PMI Standards and Practices, ISO 9001 for Quality Management, CMMI version 3.0 or higher, GAO best practices, and SAFe/other Lean-Agile frameworks
  • Develop and briefs executive-level artifacts, including project plans, tasks, milestones, status, resource allocation, and associated costs


Qualifications

Required Education/Experience/Skills:

  • Bachelor's degree from an accredited university or college in Information Technology or a similar degree
  • Must have an active Secret Clearance or higher
  • The Program Manager must have a minimum of fifteen (15) years of experience in strategizing, planning, organizing, directing, and controlling activities of a program, including project management, quality management, schedule management, cost management, risk management, and scope management
  • Must include a minimum of ten (10) years or more supporting the Department of Defense with at least 3 of years supporting the United States Navy programs
  • Must possess at least one (1) relevant certification from the Project Management Institute (PMI) or the Scaled Agile Framework (SAFe) and one (1) relevant certification from Kotter or Prosci

Preferred Requirements:

  • Thorough understanding of NAVWAR, and the Navy's Program Executive Office for Manpower, Logistics & Business (PEO MLB) including their mission

Essential Requirements:

  • Must be a U.S. Citizen and successfully complete a U.S. government background investigation
  • Post offer applicants and employees are subject to testing for marijuana, cocaine, opioids, amphetamines, PCP, and alcohol as outlined in our Drug Free Workplace policy
  • Work may involve sitting for extended periods
  • May require lifting and carrying up to 25 lbs
  • Must have sufficient mobility to enter areas of test facilities where necessary
  • Generally, an office environment, but can involve inside or outside work depending on task
  • Standard office equipment (PC, telephone, fax, etc.)
  • Regular attendance in accordance with established work schedule is critical
  • Ability to work outside normal schedule and adjust schedule to meet peak periods and surge requirements when required
  • Must be able to work in a team atmosphere
  • Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation
  • Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others
  • This position may require some commuting and traveling to other installations as needed
