About the Position This position supervises and guides the daily operations of the Real Estate Department's Infrastructure Property Management Division (IPM). IPM provides infrastructure real estate services to the Flood Control District and the Department of Transportation. This work includes overseeing excess land sales, leasing of property, negotiating and processing easements, rights of entry, and Intergovernmental Agreements. In addition, the IPM Supervisor is responsible for coordinating right-of-way permit reviews, land rights land research, as well as the review of title reports, appraisals, and other real estate documents. This work is accomplished by collaborating with various public entities, including local municipalities, utility companies, and state/federal agencies. The department is responsible for maintaining real property, lease, and agreement data in an extensive real estate database. We Require
- Three years of related professional experience managing a large organization's real estate functions, preferably with a significant amount of institutional/governmental experience
- Bachelor's degree in Business Administration, Public Administration, Real Estate, Urban Planning, or a closely related field
- An equivalent combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis
We Also Value
- Five years of experience managing complex real estate transactions, including in- and out-grant easements
- Three years of experience working with local municipalities, special districts, utility companies, state, and federal agencies
- A firm understanding of real estate documents, including title reports, appraisal reports, deeds, easements, purchase agreements, etc.
- Experience with the condemnation process
Job Contributions
- Supervises the work and work product of all staff within the Property Management Infrastructure Division, including supervision of land rights research projects
- Manages the leasing, licensing, and granting of easements over County and District lands
- Develops methods for the disposal of excess real property and manages the disposal of excess real property
- Prepares and executes easements, rental/lease agreements, purchase and sale agreements, right-of-way leases, licenses, and right-of-way documents required for the use of County and District-owned lands
- Ensure that all documents generated by IPM are reviewed and consistent with the Real Estate Department standards and submitted to the Clerk of the Board prior to the provided deadlines
- Monitors revenue and income on expense flow related to the rental or lease of properties to maximize return on investment
- Manage the investigation, negotiation, and mitigation of trespass, encroachment, and non-compliance situations as well as special projects
- Ensure all project files are properly reviewed and closed out
- Audit data in the Land Management System to ensure it has been properly entered
- Collaborate with the Acquisition Division to assist with out-grant easements related to acquisition projects
Working Conditions
- Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree
- Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
