Job Description - GIS Analyst I, II, III

Position Description
Provides technical support, software design, business process analysis, and data quality assurance for ESRI's ArcGIS and Workflow Manager software solutions. Identifies business requirements, designs functional solutions, performs process improvement activities, and prepares and maintains supporting documentation for multiple departments and business units. Develops and conducts user training. Maintain a broad understanding of clients' business processes and practices. Functions as initial point of contact for application support and executes initial diagnosis of issues. Monitors the applications, data, and process errors, and takes appropriate corrective action. Ensures applications controls are in compliance with audit and regulatory requirements. Ensure GIS data is accurately updated to capture new construction or changes to existing facilities. Responsible for communicating GIS data updates and changes to multiple departments, and external agencies.

Position-Related Responsibilities

  • Initiates and maintains relationships with clients to ensure processes and solutions are integrated to support business requirements.
  • Gathers requirements from clients for reports and enhancements, and translates those requirements into functional designs used by technical resources to develop solutions.
  • Participates in "As-Is" and "To-Be" business process requirements / optimization sessions with client organizations.
  • Works with clients to develop and maintain current business process maps and documentation.
  • Communicates effectively with business peers, IT peers and vendors to solve business / technical problems and provide appropriate technical solutions.
  • Recommends improvement of existing or proposed systems to enhance the functionality or effectiveness of solutions delivered.
  • Facilitates the interaction between clients and technology providers (internal and external) to implement and maintain reliable solutions.
  • Reviews and approves design documents from technology providers.
  • Maintains application configuration table values to support business rules and application functions. Keeps associated documentation up to date.
  • Tests application patches and changes to configuration tables, programs, and processes.
  • Performs regression testing and verification for product upgrades.
  • Coordinates client's testing and acceptance of application changes.
  • Provides internal consulting to clients on how to make best use of functionality readily available in the current applications.
  • Develops and/or assists in developing business process aligned application training material. Delivers training to clients one-on-one or in a classroom environment as required.
  • Performs initial troubleshooting and problem resolution.
  • Works with business areas and technical support staff to troubleshoot problems related to data errors, application defects and client training. Assists with root cause analysis.
  • Coordinates incident reporting and tracking with software vendors.
  • Works with internal and external auditors to validate application controls and compliance.
  • Continually increases personal understanding of utility business functions and processes.
  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Position-Related Responsibilities specific to Level II:

  • Represents the business as a "Subject Matter Expert" for the integration of business processes and technology solutions.
  • Gathers requirements from business area for moderate to complex enhancements, and translates those requirements into functional designs used by technical resources to develop solutions.
  • Facilitates and supports continuous process improvement proactively with clients, considering leveraging existing systems' functionality and capabilities, industry best practices, and other opportunities for improvement.
  • Designs application configuration table values to support business rules and control application functionality as appropriate.
  • Maintains configuration rationale and/or other required configuration documentation.
  • Develops and leads system, integration, and regression testing activities.
  • Proactively evaluates application functions and features against business processes, to support current and evolving business practices.
  • Develops and runs ad hoc query reports as needed to troubleshoot problems, fulfill audit requests, and support other client requests.
  • Leads small projects, preparing all required documentation for delivery of project objectives, as assigned.
  • Mentors other support personnel to enhance their capabilities.

Position-Related Responsibilities specific to Level III:

  • Leads requirements gathering efforts for package evaluation and complex development projects.
  • Leads "As-Is" and "To-Be" business process requirements / optimization sessions with client organizations. Performs business process fit analysis, gap analysis and change impact analysis. Provides analysis to client leadership for review, approval and prioritization.
  • Plans multiple project assignments and coordinates priorities with team leads and clients. Works as business lead on large projects, under the leadership of the Project Management Office. Leads projects with moderate complexity or sensitive issues, preparing all required documentation for delivery of project objectives, as assigned.
  • Coaches and mentors less experienced team members.

Knowledge, Skills & Abilities
(Equivalent combination of education and experience will be considered.)
Level I
Minimum Qualifications:

  • Position requires a Bachelor's or higher level degree in Geographic Information Systems, Engineering, Planning or related discipline and at least one year of professional experience.
  • Demonstrated expertise with ESRI's ArcGIS product suite. Experience with Asset or Work Management Software highly desirable.
  • Effective communication skills, both verbal and written and proficiency in conducting productive meetings.
  • Ability to articulate thoughts and ideas to others, including facilitating communication between business and technical personnel.
  • Strong analytical and conceptual skills.
  • Demonstrated experience with application testing.
  • Demonstrated effectiveness within an application support
    role combined with the ability to define business solutions using the appropriate technology and/or process solution.
  • Strong knowledge of applicable PC programs and MS-Office tools (Excel, Word, PowerPoint, etc.).
  • Demonstrated ability to work independently and to effectively participate in a team project to achieve required functionality within budget and timeframe.
  • Effective critical listening, analysis and problem solving skills.
  • Effective time management with demonstrated ability to multi-task priorities and deliver assignments on schedule.
  • Ability to establish and maintain a high level of customer trust and confidence.
  • Ability to effectively adapt to rapidly changing technology and business.
  • Valid AZ driver's license

Level II
Minimum Qualifications:

  • Minimum qualifications of Level I.
  • Three years of demonstrated expertise with ESRI's ArcGIS product suite. Working knowledge of Designer and Workflow Manager Software.
  • Superior analytical, relationship management, facilitation, project management and problem solving skills.
  • Ability to develop management style reporting and presentations (e.g. PowerPoint, Excel).
  • Demonstrated ability to work with all levels of management and workforce.

Preferred Qualifications:

  • Geographic Information System Professional (GISP) certification preferred.

Level III
Minimum Qualifications:

  • Minimum qualifications of Level II.
  • Five years of demonstrated expertise with ESRI's ArcGIS product suite. Two years of demonstrated expertise with Asset or Work Management Software.
  • Demonstrated strong project management capabilities, including the ability to prioritize and meet deadlines, with emphasis on accuracy and attention to details.
  • Demonstrated ability to recommend innovative solutions to support complex business requirements.
  • Demonstrated leadership and innovative skills.

Preferred Qualifications:

  • Geographic Information System Professional (GISP) certification preferred.

Pay Rate: Salary determined based on candidates experience and qualifications.
