MTSI is seeking seasoned Foreign Disclosure and Policy Support with a TS/SCI clearance to provide advice and support services to the Air Force client, as needed at Wright Patterson Air Force Base (AFB), OH/Hanscom AFB. The employee will serve as an advisor in support of a client's disclosure program. This individual may be required to travel up to 25%, as requested by the Government.
Specific duties may include:
-Assisting in processing all requests for disclosure of information to partners.
-Reviewing various products for release and processing Requests for Information (RFIs) from foreign governments and international organizations.
-Obtaining security clearance information and verifying foreign national status prior to release of classified material.
-Ensuring all classified material is passed appropriately.
-Maintaining permanent electronic database of all decisions concerning disclosure, release or denial of intelligence to foreign nationals.
-Drafting and support of Project Agreements (PAs), identifying existing Memorandums of Understanding (MOUs) for non-Five Eye (FVEY) partners that can be leveraged to share program data, code, etc. as well as supporting other Foreign Disclosure Officers (FDOs) and generating policy documents like Delegation of Disclosure Authority Letters (DDLs), International Traffic in Arms Regulations (ITAR) Agreements, Technical Assistance Agreement (TAA), etc.
Responsibilities:
The employee shall support information sharing of foreign and public disclosures. Public disclosure portfolio shall include Freedom of Information Act (FOIA) requests, pre-publication reviews, and delisting/litigation support of Office of the relevant designation process. The employee shall conduct document review, agency coordination, draft correspondence preparation and document/information release recommendations. The employee will also support downgrade and declassification requests on behalf of the customer. The employee will complete the relevant foreign disclosure courses or have retained a Combatant Command (CCMD) equivalent course certification to be considered trained and certified.
Duties to be independently executed include but are not limited to:
*Prepare, review, and track foreign disclosure requests through the Foreign Disclosure Management System under the supervision and authority of Foreign Disclosure Officers per U.S. disclosure and release policies and guidance.
*Draft MOUs, PAs, ITAR Agreements, TAAs, and DDLs.
*Review information sharing requests submitted via the information sharing portal.
*Submit requests to data owner(s) and record responses.
*When required, work within Terrorism and Financial Intelligence (TFI) and the Intelligence Community (IC) to reach a mutual agreement on cleared language.
*Make appropriate annotations to records.
*Submit all requests for inspection/final review by the Government Project Manager.
*Manage and maintain supporting databases and files.
*Establish trusted and influential relationships with customers, suppliers, and other stakeholders.
*Work both individually and with a broader engineering, program management, and security team.
*Provide support for presentations and other office documentation.
*Work on multiple networks across various classification levels, adhering to all security policies, procedures, and processes.
The candidate:
*Must have a demonstrated ability to use creativity, foresight, & mature judgment in anticipating & solving problems; apply competency in evolving, complicated situations.
*Must have knowledge of military foreign release procedures.
*Must have experience with collaboration tools including but not limited to: Confluence and/or Jira.
*Must have knowledge of overall Air Force structure, directives, and policies.
*Must be a team player and be able to work within all levels of a project team.
*Must have excellent time management, organizational & coordination, communication, and presentation skills as well as have the ability to clearly translate client needs and assimilate project information.
*Must have a demonstrated ability to own and complete complex tasks and shift from one task to another in a fast-paced, dynamic, and agile work environment.
Required Qualifications:
*Bachelor's Degree or equivalent with a minimum of 8 years of foreign disclosure experience and/or policy work.
*Experience with Air Force information dissemination procedures.
*Experience with Sensitive Compartmented Information (SCI) classification matters, sanitization, downgrading, de-compartmentalization, and operational use.
*Must be able to obtain and maintain a Top-Secret Government issued security clearance.
*Explicit knowledge of relevant guidelines concerning foreign disclosure, and intelligence information sharing; mastery of the functions, processes, principles, methods, and procedures used in analyzing, evaluating, and responding to disclosure requests.
