DESCRIPTION OF WORK

As a Surface Mine Conservation Inspector Trainee, you will participate in a 12-month training period to learn how to perform the duties of a Surface Mine Conservation Inspector. Successful completion leads to the promotion to a Surface Mine Conservation Inspector. You will learn how to conduct investigations of public complaints concerning, but not limited to, the department's programs of blasting, private and public water supplies degradation or diminution, environmental degradation, and public health and safety in accordance with the department's Technical Guidance Document. You will also learn how to conduct complete, partial, and follow-up inspections at coal and non-coal surface mines, the surface effects of underground coal mines, coal refuse disposal areas, coal preparation, and coal handling facilities.


You will acquire the skills and expertise needed to determine
violations of environmental and safety laws, rules, and regulations based on data compiled through inspections, investigations, laboratory analyses reports, and observations. If violations are present, you will learn how to initiate enforcement proceedings and procedures in accordance with the Technical Guidance Document and all applicable statutes and regulations. You will also gain experience in preparing administrative reports; preparing a range of letters, memoranda, and correspondence; and learning how to provide testimony at legal proceedings as necessary.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Ebensburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $45,907.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Four years of technical experience in environmental science, environmental engineering, environmental health, geology, biology, ecology, or a closely related field; or
  • A bachelor's degree in environmental science, environmental engineering, environmental health, geology, biology, ecology, or a closely related field; or
  • An equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.

Special Requirements:

  • This position requires possession of an active motor vehicle license.
