POSITION PURPOSE:

The purpose of this position is to provide locksmith services and support to the National Defense University.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Perform a full range of work in the installation, repair, maintenance, and modifications of a wide variety of commercial locking devices (mechanical, electronic, digitized) with varying make and models found in desks, safes, vaults, doors, X07, X09, X10 locks, keys, and other equipment as needed for repair or replacement.
  • Maintain, service, and repair locks, fastening devices, and door hardware, including door closures.
  • Maintain, repair, and adjust all key-operated and combination locks, fastening devices, and door hardware, returning locks and hardware to a fully operational and secure configuration.
  • Repair and replace mortise locks, dead bolts, Bide bolts, panic hardware, electro-mechanical locks, related fastening devices, and key receptacles. Fabricates, modifies, and selects substitute or replacement parts when repairing locks and locking or fastening devices.
  • Perform periodic preventative maintenance, inspection, and testing on all locks, locking devices, vaults, and security containers to ensure proper operation and minimum failure rates on a wide range of commercially manufactured locking devices, as well as locking bolts and other fastening devices.
  • Provide maintenance, inspect, repair, and if necessary, replace (using Government supplied hardware) mortise locks, dead bolts, Bide bolts, panic hardware, electro-mechanical locks (i.e., X-series and Sargent and Greenleaf, etc.), related fastening devices, and key receptacles for doors, vaults, and safes.
  • Identify parts and materials that need to be ordered, maintain assigned inventory, calculate pinning and key code management, pinning cores, cutting and duplicating keys, performing lock maintenance, installing lock cores, and locksets. To include providing support required for inventory and maintaining accurate key logs and key codes.
  • Establish and implement methods of making sure all government-issued keys/key cards are allotted to NDU employees are officially signed for and logged.
  • Maintain and conduct an annual inventory of keys maintained for the installation.
  • Oversee the request for, issuing, and assigning of keys, key fobs, and or pin codes to staff and faculty for electro-mechanical locking systems.

MINIMUM QUALIFICATIONS:
Education and Experience:


  • High School Diploma
  • Must be a certified Locksmith with a minimum of (3) years of experience repairing, installing, manipulating, and defeating various types of commercial and residential locking mechanisms, locksets, panic/crash/fire locking hardware, and GSA and non-GSA safes/containers.

Skills and Abilities:


  • Have a thorough knowledge of equipment common in physical security environments and locksmithing, knowledge of DoD Manual 5200.01, DOD 5200.08R, DoDM 5105.21, DoDI 2000.12/16, DoD Lock Program, and ICD 705.
  • Proficient in a diverse range of commercial and residential hardware from manufacturers to include, but not limited to, Best, Yale, Schlage, Falcon, Dorma, Von Duprin, Corbin-Russwin, Arrow, Adams Rite, Sargent, Kwikset, Weiser, Master, Mosler, Sargent-Greenleaf (S&G), Mas-Hamilton, and Kaba Mas are required.
  • Fully capable of performing all authorized work on Kaba-Mas X07, X09, X-10 electromechanical locks.
  • Proficient in Microsoft Office.

Special Requirements:


  • Active Top Secret/SCI Security Clearance required.
  • Trained and Certified Locksmith
  • Certified General Services Administration (GSA) security container/vault technician.
  • Must be trained and certified (proof of certification required) on the Kaba-Mas X07, X09, X-10 electromechanical lock
