Chemicals Industrial Base Portfolio Analyst, Senior

The Opportunity:

As an expert in Critical Chemicals, the defense industrial base, and acquisition, your unique background inspires you to think bigger, push further, and askquestions others don't. We need your extensive industry knowledge and advisory skills to solve some of ourclients' most complex problems and find solutions that keep our nation safe by building up the defense industrial base and on-shoring the production of critical chemicals.

As an industrial base focused, Critical Chemicals portfolio analyst, you'll bring your strategic and technical expertise to work alongside senior portfolio management leaderson projects that drive investments in the defense industrial base, acquisition policy, and defense procurement decisions. You'll use your skills and expertise to assess technical capabilities of various industries, evaluate readiness, and establish and oversee investments in the defense industrial base covering all of DoW's portfolios. Work with us to recommend policy-driven solutions, participate in senior executive engagements, and develop reporting tools to assess investments and the capabilities that the investments will provide to the DoW.

You Have:

  • 15+ years of experience in the DoW chemical or propulsion industrial base, acquisition enterprise, or management of chemical and propulsion systems development supporting missiles, munitions, or hypersonics
  • 3+ years of experience supporting acquisition programs or operations for weapon capabilities, including air-to-air weapons, air-to-ground weapons, ground-to-ground, ground-to-air, or subsonic, supersonic, or hypersonic cruise missiles
  • Experience developing and evaluating acquisition strategies, acquisition program baselines, risk reduction plans, or industry capital equipment investment plans
  • Experience designing, executing, and directing energetic materials syntheses at thelab-scale and analysis of new ingredients for propellants using Differential Scanning Calorimetry (DSC), Thermal Gravimetric Analysis (TGA), Nuclear Magnetic Resonance (NMR), or Thin Layer Chromatography (TLC)
  • Experience reviewing the annual defense authorization and appropriations acts for provisions that affect Critical Chemicals or Kinetic Capabilities weapons programs
  • Knowledge of all phases of the planning, programming, and budgeting system
  • Secret clearance
  • Bachelor's degree

Nice If You Have:

  • Experience analyzing Critical Chemicals portfolios to assess cost, schedule, and performance risks associated with the weapon industrial base required to execute planned and forecast acquisition and surge manufacturing requirements
  • Experience developing monthly and quarterly status reports on defense industrial base investment programs
  • Experience preparing and coordinating correspondence requests directed to senior department leadership, legislative branch offices, foreign governments or agencies, international organizations, or private organizations
  • Experience supporting the preparation of Acquisition Decision Memoranda, Overarching Integrated Product Team (OIPT) reports, or program update briefings
  • Experience supporting General Accounting Office and DoD Inspector General studies and audits
  • TS/SCI clearance
  • Defense Acquisition University logistics management, systems acquisition, or defense industry certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $86,800.00 to $198,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
