EMERGENCY COMMUNICATIONS CENTER
PUBLIC SAFETY INFORMATION ANALYST

Background
The Department of Public Safety provides video surveillance, card access, security alarm monitoring and administration to the University of Minnesota on a system-wide basis. These services are provided on a "for the good of the University" basis, utilizing central funding.

Position Description
The Emergency Communications Center within Public Safety (PSECC) has the primary responsibility for the operation and maintenance of security systems. Under the direction of the 24-hour center management team, this position supports advanced safety and security operations and investigations throughout the University system in the Advanced Real-time Crime and Threat Information Center (ARCTIC). Major responsibilities include supporting response to incidents impacting safety and security, investigating complex security and public safety incidents, disseminating intelligence to first responders in real time, and conducting
standardized programming and troubleshooting of systems.

Safety and Security Operations (40%)
* Operates numerous complex emergency and security systems (CAD, radio, video surveillance, card access,
alarm, and emergency notification systems.
* Performs active surveillance monitoring and virtual patrols of all campuses.
* Responds virtually to safety and security incidents using a large suite of technologies and relays information to responders.
* Supplements 24-hour operations by assisting in answering calls for service, such as lockouts, elevator entrapments, security escorts and dispatching.

Security Investigation and Analysis (40%)
* Performs forensic Investigations of incidents using various security and law enforcement technologies.
* Queries protected databases to aid in completing investigations.
* Provides comprehensive reports of events occurring on University campuses and properties.
* Works with investigators to gather information, documentation, and evidence.
* Prepares and maintains reports and records, including logging various requests, incidents, and actions taken.

System Programming Support and Troubleshooting (20%)
* Performs programming tasks on video management, access control and alarm monitoring systems following standard, predetermined steps.
* Continuously evaluates alarm instructions and standard operating procedures, making recommendations to center management.
* Reports, documents, and manages alarm response failures.
* Troubleshoots security equipment issues and coordinates repairs as necessary.

Work Environment
This is a hands-on position in a 24x7x365, high impact, high performing environment. Work is performed in an office setting weekdays, evenings, weekends and holidays as needed with potential for 24-hour availability.

Qualifications

Minimum Qualifications
* Six or more years of any combination of relevant post high school education, training, and/or experience.
Demonstrated technical and problem-solving aptitude. Experience working with multiple, complex software systems. Ability to self-initiate and work under minimal supervision. Valid driver's license is required.
* Must be able to obtain and maintain MnJIS certification in compliance with NCIC standards.
* Must be able to pass a criminal background check after offer is made.

Preferred Qualifications
* Bachelor's degree. 2 years prior experience in a 24/7 security or emergency communications center
environment. Knowledge of university geography and operations. Relevant FEMA/NIMS certifications.

Pay and Benefits

Pay Range: $32.28-$53.27/hr ; depending on education/qualifications/experience

Time Appointment: 100% Appointment
