Position summary: This position is responsible for the growth and leadership of the Virginia Construction Management Project Controls group, supporting internal and external clients. The role will also expand and assume ownership of roles and responsibilities associated with the statewide maintenance contract, with emphasis on the focus areas outlined below.

Project Controls:



  • Collaborate with Section Heads across the three Virginia offices to formalize the Project Controls group.
  • Develop and execute a staffing plan for the group
  • Develop and implement a training and mentoring plan for junior staff
  • Define and prioritize core service offerings (e.g., scheduling, constructability reviews, estimating, contract development).
  • Maintain delivery of current services, including locality scheduling, CTDR, and estimating
  • Prioritize support to internal clients, with planned expansion of services to external clients


Statewide Maintenance:



  • Assess and document client needs and expectations
  • Become proficient in the statewide maintenance contract, including its application across assigned task types
  • Identify and pursue asset management opportunities, including collaboration with the IT department as appropriate
  • Coordinate with VDOT ASD to evaluate opportunities to incorporate additional disciplines in contract execution


Essential Functions and Responsibilities



  • Coordinate strategic growth plan with office managers and practice leaders
  • Establish and grow market presence in area through marketing and business development
  • Manage financial budget for department and allocate resources accordingly
  • Lead and contribute to the production of proposals
  • Serve as a technical expertise resource to project managers and technical staff
  • Establish resources staffing needs for the section
  • Interview and hire staff for the section
  • Perform performance reviews for staff based on input from project managers on assigned teams

Required Skills

  • Proficient in Microsoft Office

Required Experience

  • Bachelor's degree in civil engineering or a related field from an accredited program
  • 10+ years' experience in specialized discipline
  • Project management and business development experience
  • Proficient in Microsoft Office


Qualifications Preferred



  • Experience working with local VDOT and municipal clients
  • Project Controls experience
  • Professional Engineer License or equivalent, preferred
  • Supervisory experience


Working Conditions

Work is generally performed within a general office environment but may require visits to projects to support field staff. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment. Personal projective equipment is required when on a project site.
