Job Summary

The Loudoun County Department of General Services is seeking qualified applicants for the Waste Management Division Manager for Business Operations position at our Solid Waste Management Facility in Leesburg. The County's Waste Management programs have grown substantially in recent years, resulting in the creation of a new Division of Business Operations.

This position will be closely partnered with the Division Manager for Landfill Operations, with both roles reporting to the Assistant Director for Waste Management. Together, these leaders will ensure the delivery of effective, efficient, and environmentally sound solid waste, recycling, and waste reuse programs for the community.
As the Waste Management Division Manager for Business Operations, you will provide leadership over administrative functions, business operations, and strategic planning for Waste Management, including oversight of the County's public-facing recycling programs.

Key Responsibilities

  • Provide strategic and operational leadership for the Division's business operations, including administrative functions, financial management, solid waste planning, and recycling programs.
  • Lead and manage personnel, directly supervising key staff and providing oversight of a broader team supporting administrative operations, scale services, and recycling programs.
  • Oversee financial operations, including development and administration of the Solid Waste Program budget, landfill financial analysis, procurement processes, contract management, and oversight of funding programs (e.g., grants and tax-funded initiatives).
  • Direct long-term planning efforts, including development, maintenance, and certification of the Loudoun County Solid Waste Management Planning District's 20-Year Solid Waste Management Plan.
  • Ensure compliance with the regulatory reporting requirements of federal, state, and local regulations and permits (e.g., recycling rate reports, SWIA reporting, DEQ financial assurance, and environmental certifications).
  • Manage key operational programs and contracts, including waste hauler programs, recycling initiatives, and proactive facility capacity tracking.
  • Oversee administrative and human resources functions, including recruitment, training, performance management, and ensuring effective administrative support across both Waste Management divisions.
  • Support organizational leadership, acting on behalf of the Assistant Director, Division Manager for Landfill Operations, or Environmental Engineering and Compliance Program Manager as needed and contributing to division-wide strategy, policy development, and continuous improvement.

Hiring salary is commensurate with experience - we provide a competitive salary commensurate with your experience and expertise, ensuring that your contributions are recognized and valued.

Minimum Qualifications

Master's degree in Business, Public Administration or department-related area; three (3) years of directly related, progressively responsible work experience including two (2) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.

Experience managing staff in a unionized, industrial environment operating under a collective bargaining agreement is preferred.


Job Contingencies and Special Requirements

Criminal, credit, and DMV record background checks are required. Must possess a valid driver's license and good driving record (driving records are reviewed annually for continued qualification). Prefer professional/management certification and active membership in job-related professional organizations.

May be required to work after hours and on weekends. Must be able to work a flexible schedule to accommodate the needs of the assigned position. May be subject to call or recall 24/7 and may assist at the County's Emergency Operations Center (EOC) during emergencies. This position is considered "essential."

Must obtain a Virginia Department of Professional and Occupational Regulation (DPOR) Waste Management Facility Operator Class I, II, and III within one (1) year of hire.
