Job Summary
Manages the activities to the bid and proposal function by supporting the compilation and acquisition strategy of proposals, tenders and bids related to aerospace activities. Provides technical and commercial expertise in preparation and submission of robust proposals, serving as facilitator from start to finish of developing project proposals. Manages the process of gathering information from various sources to submit on-time, quality proposals. Develops and provides leadership to institutionalize the processes of Continuous Improvement in accordance with organization goals and objectives.
Essential Functions & Key Responsibilities
- Works within established organizational objectives. Preforms typical responsibilities of a manager requiring planning, evaluating, organizing, integrating, etc.
- Responsible for review/preparation of detailed costs estimates including labor bases of estimates, bills of material, tooling and NRE estimates, etc.; develop clear understanding of work scope with respect to project
- Review technical proposal requirements per the related contract specifications, drawings, etc. to ensure its completeness.
- Ensure commercial submissions to proposals are fully compliant with all necessary details; ensure estimates are generated methodically and in sufficient detail in accordance with good estimating practice.
- Work closely with Business Development Account Managers through the proposal/estimating process
- Lead Tollgate and pricing development meetings.
- Researches cost structure (including materials and manufacturing methods) used with advanced technology components; understands elements of piece cost and investment for various manufacturing processes
- Provides subject matter expertise to support engineering and purchasing; analyze supplier quotes and reach agreement on appropriate piece cost and tooling cost using costing methods; evaluate costs of equivalent supplier products for best value; utilize available resources to cost man-hours and materials, including historical data, materials data and vendor quotes.
- Engages with Supply Chain to ensure bids and costs for purchased items are completed in a timely manner; work with Operations to prepare labor requirements providing man-hours and equipment requirements for each activity and also ensure correctness to capture anticipated durations and manning.
- Liaise with IPT functional partners assisting in the compilation of the technical proposal, including Operations, Engineering, Program Management, Quality, Supply Chain, Sales, Legal, and Finance to ensure the Technical Proposal are prepared on schedule and in compliance with the proposal requirements.
- Responsible for the identification, evaluation and ranking of risks as well as developing a strategy to manage and mitigate these risks; develop basis for appropriate contingency allowance for inclusion in the cost estimates.
- Ensures the Estimate Basis is "Current Costs" and escalation is properly covered.
- Manage peer review of estimates compiled by others, checking for completeness, pricing accuracy and adequate manning and resource requirements, as required.
- Organize budget handover meetings to Project Managers.
- Maintain detailed and organized records of bid documents, correspondence, and other project specific information.
- Perform various simple to complex "should cost" analysis to help manage product cost including preparation of Bottoms-up, Rough Order of Magnitude (RoM) and Parametric cost estimates resulting in cost targets and cost management rationale for Supply Chain / Procurement
- Support the maintenance of Lessons Learned database from existing projects.
Performs other duties as required. These duties may include assignments in job classifications and departments other than the primary assignment.

Minimum 4 Year / Bachelors Degree. From an ABET-accredited institution Minimum Other. Green belt or Black Belt certification Preferred Graduate Degree. Master of Science from ABET-accredited institution Preferred Graduate Degree. MBA in Finance, Economics or Marketing from an ABET-accredited institution If applicable, a combination of experience and training may be substituted for the education requirement.Experience Requirements 6-8 years or more year(s) Proposal, estimation or related experience; to include 5 or more years of aerospace industry, SAP ERP systems and CATIA experience. - Excellent written and verbal communication, interpersonal and presentation skills to communicate effectively using electronic media and in written and verbal forms; ability to distill complex messaging into a concise, clear message.
- Make telephone and direct personal contact with internal and external personnel and experience makes formal presentations to small or large groups.
- Sound working knowledge of computer systems and applications and competent in the use of standard software applications such as Microsoft Word, Excel, PowerPoint and standard office equipment.
- Strong organizational and project management capabilities; very strong ability to collaborate and influence across multi-functional teams
- Highly detailed oriented and sound, logical thought processes; strong aptitude with statistical and problem-solving tools.
- Knowledge of aerospace component systems design, processes, and production method; familiarity with manufacturing processes and methods used with aerospace composite and metallic components.
- Ability to work with mathematical and engineering concepts such as probability and statistical inference, spatial references, stress analysis, and thermodynamics; ability to analyze, interpret and apply advanced technical data and concepts to practical situations.
- Strong financial analysis skills; understanding financial impact of changes to design specification, manufacturing process, and supply chain costs.
- Candidates must have US Citizenship or work authorization to work in the United States; ability to obtain/maintain security clearance, if required

Must be able to work in excess of eight (8) hours per day and five (5) days per week, if required. Additionally, those who work at NORDAM Repair Division must be able to ascend and descend stairs.
