*Description*
The Surveillance Technology Inventory Lead is an expert level resource responsible for driving the City of Fort Collins' rapid technology inventory effort in response to pending state legislation and a citizen ballot initiative related to surveillance technology oversight. This individual will serve as the primary coordinator of a federated data collection effort spanning all City departments and service areas, and will provide strategic guidance on Enterprise Architecture (EA) practice, governance methodology, and the long-term integration of inventory findings into the City's EA model. Context: The City is preparing a compliance impact analysis across three legislative frameworks - Colorado SB 26-071 (the SAFE Act), HB 26-1210 (Surveillance-Based Price/Wage Setting), and a citizen initiative for oversight of surveillance technology filed March 23, 2026. This role is time-critical and requires immediate mobilization. Primary Responsibilities *Lead federated data collection effort - design and execute department outreach, manage survey responses, validate data quality across all service areas *Develop and maintain the master surveillance technology inventory - structured spreadsheet in Phase 1, transitioning to EA model and Prolaborate in Phase 2 *Conduct department interviews and workshops - work with department contacts, IT liaisons, and emerging Data Stewards to identify all in-scope technologies *Apply EA practice methodology - classify technologies using ArchiMate-aligned attribute framework across IT, Business Technology, and Operational Technology domains *Perform compliance crosswalk analysis - map each inventoried technology against applicable legislative requirements under SB 26-071, HB 26-1210, and the citizen initiative *Identify compliance gaps and risk areas - flag technologies with retention violations, cloud storage concerns, external data sharing risks, and contract term issues *Coordinate with City Attorney's Office and Purchasing - identify contracts approaching renewal or exceeding two-year term limits *Support Prolaborate evaluation - assist in assessing suitability of Prolaborate as the EA model front-end for ongoing inventory maintenance *Prepare status reports for CIO - regular progress updates suitable for escalation to ELT and City Council *Mentor and coordinate Role 2 resource - provide direction, quality review, and task management for the junior inventory analyst *Skills* togaf, archimate, data collection *Top Skills Details* togaf,archimate,data collection *Additional Skills & Qualifications* Required Qualifications *5+ years of experience in IT governance, enterprise architecture, or technology compliance roles *Demonstrated experience with Enterprise Architecture practice - TOGAF, ArchiMate, or equivalent framework - tool experience in Sparx Enterprise Architect or Prolaborate is a strong plus *Experience leading federated data collection or technology inventory efforts across multiple organizational units *Strong understanding of data governance concepts - data classification, retention policies, access controls, and data stewardship models *Ability to interpret and apply regulatory or legislative requirements to technology inventories *Experience working in or with local or state government preferred *Strong stakeholder communication skills - able to engage department directors, legal staff, and executive leadership with equal effectiveness *Proficiency in Microsoft Excel and/or SharePoint for structured data management Preferred Qualifications *Familiarity with surveillance technology categories - ALPRs, body cameras, drones, facial recognition, SCADA, smart meters *Experience with GRC (Governance, Risk, and Compliance) tools or frameworks *Knowledge of Colorado legislative processes and public sector compliance requirements *Experience with Microsoft Power Platform (Power Apps, Power Automate) *CISM, CGEIT, or similar governance/security certification *Experience Level* Expert Level *Job Type & Location*This is a Contract position based out of Fort Collins, CO. *Pay and Benefits*The pay range for this position is $60.00 - $85.00/hr.
